The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of 41 USC 253(c)(1) with Telecommunications Management Associates (TMA), Inc. for the upgrade to NIST's owned telemanagement system from Atlantic Research Telephone Auxiliary Control System (ARTACS) hardware and software, to MANAKON hardware and software, which will also include system administration training and maintenance for the base year and four option years. A follow-on contract with TMA is necessary in order to provide for engineering changes, equipment modernization, and the continuation of adequate operations and maintenance support for NIST's existing telephone facilities management system (TFMS). The existing TFMS was designed exclusively by TMA-ARTAC. The required software releases can only be obtained exclusively from TMA, as they are either restricted or proprietary. Delivery required Freight on Board (FOB) destination, Gaithersburg, MD. Delivery is required 60 days after contract award. Interested offerors may identify their interest and capability to respond to the requirements by submitting a capability statement. The capability statement must provide adequate information and qualifications to provide the upgraded requirement. All of the above must be received for the Government to consider whether to open this requirement for competition. This notice of intent is not a request for competitive proposals. However, all "capability statements" received within 45 days after date of the CBD announcement of this synopsis will be considered by the Government. A solicitation is not available.
