Shield II (Technical POC), 617-377-7995. Electronic Systems Center
(AFMC) is planning to modify its existing Scope Shield II production
contract to extend the final ordering period for twelve (12) months
through 31 March 1998. No change to the maximum quantities, or delivery
schedules are being made. Delivery of equipment is required no later
than fifteen (15) months after issue of Delivery Order. The Scope
Shield II equipment is a precise, militarized, multi-band
communications system designed to provide clear and secure voice
communications for security forces that can be deployed and supported
world-wide. Equipment types and approximate quantities remaining to be
acquired include: 295 Hand Held Radios (HHRs), 36 Base Stations, 62
Vehicle Adapters, 18 Bi-directional Repeaters, 25 Repeaters, 55
Frequency Fill Devices, 104 Single Battery Chargers, 31 Multiple
Battery Chargers, 54 Cloning Cables and 31 Battery Reconditioners. The
additional HHRs and ancillary equipment are to be procured during FY97
/ FY98 as funds become available. The equipment must be identical with
that currently being produced by Racal Communications Inc., 5 Research
Place, Rockville, MD, under contract F19628-91-D-0012. Any responsible
source which believes it can meet the Government's requirement may
submit a detailed description of their capabilities to satisfy the
Government's requirements and shall at a minimum, include information
on the following: 1) technical characteristics of the equipment, 2)
capabilities for manufacturing the required equipment in the specified
quantities and delivery schedule, 3) demonstration of an understanding
of the technology, and 4) ability to obtain a security clearance
granting access to Secret NOFORN COMSEC material. In the event
responses to the announcement indicate a responsible source other than
Racal Communications is capable of providing the Government with the
additional quantity of equipment, an RFP will be issued. Any
information submitted in response to this notice will be fully
considered and will be evaluated without prejudice. Interested parties
shall submit their requests and information to ESC/TGK, Attn: Lt Skip
Malcom, 11 Eglin St., Hanscom AFB, MA 01731-2120 within thirty (30)
calendar days of this notice. In the event it is determined that a
competitive acquisition is appropriate for this requirement, the
Government will issue an additional notice in the CBD announcing the
availability of an RFP. Currently, no solicitation document or RFP
exists. This synopsis is for information and planning purposes only and
does not constitute an IFPP or RFP, nor does its issuance restrict the
Government as to the ultimate acquisition approach. See Numbered
