The National Institute of Standards and Technology (NIST) requires an upgrade for the existing engine generator control and transfer switch system purchased from Electric Equipment & Engineering Co. (EECO). The upgrade must function with the existing EECO engine generator control and transfer switch system and must be compatible with all EECO controls and engineering. Specifications for the 3 phase, 3 wire automatic transfer breaker system follow: a) Individual motor operators will be provided to allow open circuit time as the transfer breaker system is operated from one source to the other, b) Normal source breaker will be equipped with a 1000 ampere integral overcurrent device, c) Engine source breaker will not be equipped with an integral overcurrent device because the 1000 ampere breaker is not available with an overcurrent device small enough to protect the circuit from the 480 volt side of the new generator transformer, d) Three phase adjustable overcurrent relay with associated current transformers all arranged to trip the generator circuit breaker in case of a short circuit or overload condition to allow the generator system to be uprated at a later date with only minor modifications, e) Breakers will include plug-in features to allow for ease of maintenance or replacement, f) Transfer breaker system will be arranged for service entrance duty, g) Transfer breaker system will be arranged to start the generator by providing the proper interface to the existing engine control equipment, h) Transfer breaker system will be rated at 30,000 amperes interrupting capacity, i) Necessary bus systems to allow termination of the line, load, and generator cables will be provided, j) Normal source voltmeter and switch, k) Essential bus ammeter and switch, l) Circuit breaker position indicating lamps, m) Normal source breaker trip button, n) Necessary control buttons and selector switches to allow manual operation of the transfer system, o) Power failure test selector, p) Necessary startup engineering servicesshall be provided once the equipment has been installed. Ground fault relay system arranged to trip either transfer breaker element if a ground fault condition exists beyond the transfer breaker system. This relay is intended to limit the arcing fault damage which can occur on 480 volt systems which experience low amperage faults. Sensitive negative sequence voltage relay to detect single phasing conditions. Essential wattmeter connected to monitor the power through the transfer system. Change the normal source transfer breaker motor operator to a DC operated device to allow the normal source breaker to be opened on a low voltage or single phase condition as soon as the condition occurs rather than waiting until the standby generator starts and reaches normal voltage. A 600 ampere manually operated circuit breaker which would be connected to the normal power source ahead of the transfer breaker system. This circuit breaker would be used to supply 480 volts to the 408/208 volt transformer for the existing building loads. Provide ground fault protection for the 600 ampere manually operated circuit breaker. Interested sources proposing to supply an equivalent system must submit a written qualification statement clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Electric Equipment & Engineering Co., 40 West 49th Avenue, Denver, CO 80216 as this source is considered to be the only responsible source and no other items will satisfy agency requirements.
