Request for Proposal (RFP) for Hubble Space Telescope (HST) Instrument
Servicing (HIS). This proposed competitive procurement will support
the HST Flight Systems and Servicing Project, Code 442, within the
Flight Projects Directorate, Code 400. This effort has three primary
purposes: 1) maximize the long-term HST return on science with the
available funding, via the re-use of returned hardware and software; 2)
re-use spare flight and non-flight hardware and software; and 3) share
the recurring costs associated with the re-usage of hardware and
software with various science instruments that are common to HST. This
effort fully supports the maximization of science and technology
available to HST, as it is a unique spacecraft which can be repeatedly
serviced on orbit and whose science instruments can be returned for
future use. Under this effort, the contractor shall assess the
potential for refurbishment and re-use of returned hardware from
various HST Servicing Missions. The contractor shall furnish all
management, labor, facilities, tools and equipment necessary to
accomplish the deliverable assessments of the reusability of the
various science instruments common to HST. Additionally, the contractor
shall provide long-term storage and maintenance, pre-delivery
integration and testing, post-delivery support, training support,
documentation, software, hardware, the study of refurbishment of the
science instruments, and the commercialization possibilities common to
all of the science instruments on the HST (i.e., ACS, STIS, NICMOS,
COSTAR, GHRS, and future instruments). This effort will primarily call
for assessment reports discussing the usefulness of returned hardware,
and the development of software and hardware. This effort is a new
requirement. The proposed contract type is Cost-Plus-Incentive-Fee.
Specifically, this will be an Indefinite Quantity contract, where the
Contracting Officer will issue delivery orders on an as-needed basis.
There will be metrics associated with eachdelivery order. The
anticipated basic period of performance is six months post Servicing
Mission 3 (2000); the Option I period of performance is six months post
Servicing Mission 4 (2003); and the Option II period of performance is
six months post Servicing Mission 5 (2006). Both options require the
contractor to assess the reusability or refurbishment of the returned
hardware from the servicing missions for HST. Options I and II may be
exercised within 90 days before the basic and Option I contract periods
expire, respectively. See Numbered Note 26. The anticipated release
date of RFP5-03126-358 is on or about February 27, 1997 with an
anticipated proposal due date of on or about March 27, 1997. It should
also be noted that a draft solicitation will be issued. All
responsible sources may submit a proposal which shall be considered by
the agency. An ombudsman has been appointed. See Note "B" The

available over the Internet. These documents will be in ASCII or RTF
format and will reside on a World-Wide Web (WWW) server, which may be
