The objective of the needed services is to provide USAID Mali Mission with access to a full range of program planning, performance monitoring, evaluation and communications support. These services are required for the Mission to achieve, measure, report on and communicate its development results. USAID Mali has established the Results Center as a resource for the Mission as a whole, but particularly for its strategic and special objective teams (henceforth referred to as "SOTs"). The Center has two goals: (1) to keep USAID Mali on-track to achieve its goal, and (2) to make USAID Mali a continuous learning organization. The selected Contractor shall implement a comprehensive planning, monitoring and evaluation system to measure the Mission's performance in accomplishing its three strategic and one special objectives, as articulated in USAID Mali's 1996-2002 Strategic Plan. The selected Contractor will accomplish this by working closely with the SOT leaders to ensure the development of appropriate and timely monitoring mechanisms and evaluation procedures. A Pre-procurement conference will be held on February 5, 1997 at AID/W. Neil Woodruff, the Desk Officer for USAID Mali at AID/W should be contacted for further information on this pre- procurement conference. A cost-reimbursement type contract is expected to be awarded based upon the criteria set forth in the RFP, which shall include an evaluation of Offerors' past performance. All questions related to this notice and requests for a copy of the RFP must be addressed in writing or by fax to the contracting officer at the address stated above. The issuance date of the RFP is expected to be approximately ten (10) days from the date of publication of this notice.
