Phone (703)604-0903 The Naval Air Systems Command proposes to solicit
technical, systems engineering, logistical and program management
advisory and assistance services in support of the Program Manager,
Aircraft (PMA) of the Navy Unmanned Aerial Vehicles Program Office
(PMA-263). This solicitation, RFP number N00019-97-R-0011, is a 100%
SBA 8(a) Program set-aside (SBA Requirement Number 7700-97-700859). SIC
code 8711, Military Weapons ($20M) applies. A five year (base year and
four option years), indefinite quantity, time and materials contract
utilizing fixed, fully burdened labor rates, is anticipated.
Performance will be at the Patuxent Naval Air Station, in St. Mary's
County, Southern Maryland. Support will be primarily related to the
Pioneer and Predator unmanned air vehicles and will include advisory
and assistance services in support of ongoing overseas deployments. The
maximum ceiling value is anticipated at $19.5 million but is subject to
substantial reduction due to ongoing plans to transfer cognizance of
the Predator Program from PMA-263 to the U.S. Air Force. Overall value
of the contract may subsequently be reduced to a value in the range of
$9.5M to $13.5 million, depending on how quickly the transfer is
accomplished and what agreements the Air Force and PMA work out
regarding support services. The transfer is expected to occur in FY97
or FY98. NOTE -- In accordance with FAR 16.504(c)(2)(i)(A), the
Contracting Officer has determined that the orders to be issued under
this proposed contract are so integrally related that only a single
contractor can reasonably perform the work. Accordingly, multiple
awards will not be made under this RFP. Expected award date is JUNE
1997. The Navy intends to release the RFP, and any amendments and
questions and answers via the Internet in Word 6.0 format and will
reside on the NAVAIR Home page for downloading, located on the World
Wide Web (WWW). The WWW server may be accessed using client browsers
such as MOSAIC and NETSCAPE. The WWW address, or URL, for the NAVAIR
Home Pageis http://www.navair.navy.mil. The RFP will be under the
Business and Solicitations heading. Relevant status of the RFP prior to
release may also be found there. Paper copies of the RFP will not be
