Development in Lima, Peru, is seeking proposals from U.S. and/or
Peruvian entities to provide assistance to non-governmental
organizations (NGOs) in family planning service delivery. USAID/Peru
intends to award a five-year contract for a management partner to help
Peruvian NGOs deliver family planning services in areas unserved or
underserved by the public and/or private commercial sectors, with
emphasis on rural and peri-urban Peru. The goal of "Family Planning
within the Reach of High-risk Populations," known in Spanish as
"ALCANCE," is to prevent unwanted pregnancies and abortions and to
promote the health of women and children. ALCANCE's purpose is to
increase the use of family planning and other selected reproductive
health interventions among high-risk populations. ALCANCE will do this
by supporting the provision of quality family planning and related
services by NGOs, with emphasis on rural and peri-urban areas. The
management partner will assist USAID/Peru in competitive selection of
NGOs to participate in ALCANCE. NGOs throughout Peru will be eligible
to submit proposals to deliver family planning services in areas of
need they have identified. USAID/Peru will award cooperative agreements
to the NGOs with successful proposals. The management partner will then
provide participating NGOs short-term, in-service training and tailored
technical assistance aimed at: 1) providing services within a quality
of care framework, and 2) enhancing the institutional capability of the
NGOs, as a further support for the provision of quality services. The
management partner will also have responsibility for monitoring and
supervision of the NGO programs supported under ALCANCE, as well as for
the procurement of vehicles, medical equipment, office equipment and
other commodities. Bidders for the role of management partner will
propose a core team of key, long-term advisors to help USAID/Peru
implement ALCANCE. Core team composition will include an advisor in
family planning service delivery, a reproductive health advisor, a
management and financial advisor, and a monitoring and evaluation
advisor. One of these advisors would also serve as the team leader for
the management partner. In addition, up to 80 person-months of
short-term technical assistance may be provided in such areas as
strategic planning, family planning service delivery, management and
administration, reproductive health, gender, and monitoring and
evaluation. Bidders will propose an illustrative slate of consultants
