COMMERCE BUSINESS DAILY ISSUE OF JANUARY 22,1997 PSA#1766J -- CONSOLIDATED CONTRACTOR MAINTENANCE AND SUPPLY SUPPORT SERVICES
(CCMSS)` The Government intends to negotiate and award, to Pulau
Electronics Corporation, 12423 Research Parkway, Orlando, FL 32826, an
extension to the current CCMSS contract. The extension will consist of
a six month basic period and two three month options, which will
provide a bridge contract, between the current contract and the
competitively awarded follow-on contract, for CCMSS for various
training devices. The current contract provides total CCMSS for the
following training devices, which are located worldwide at multiple
Army installations and activities: Army Training Battle Simulation
System (ARTBASS), Morse Mission Trainer (MMT), Signal Intelligence/
Electronic Warfare (SIGINT/EW) Equipment Operator Simulator (SEOS),
Corps Battle Simulation (CBS), Brigade/Battalion Simulation (BBS),
Basic Electronic Maintenance Trainer (BEMT), Basic Morse Mission
Trainer (BMMT), JANUS, Guardrail Maintenance Trainer (GRMT),
Non-Communication Signal Recognition Trainer (NCSRT), G-2 Workstations,
All Source Analysis System (ASAS), Trailblazer/Quickfix Maintenance
Trainer (TQMT), and Un-Manned Aerial Vehicle Hunter Training Device
(UAVHTD). These devices are used to provide initial and sustainment
training to Officer, Warrant Officer, Noncommissioned Officer and
Enlisted personnel. A firm fixed price service contract is to be
awarded. The contractor shall provide total CCMSS which includes labor,
maintenance, materials, supply support, and engineering services to
ensure a minimum 90% availability rate within a specified repair turn
around time. The period of performance for this extension will commence
on 1 April 1997. This activity contemplates issuance of this contract
pursuant to a justification and authorization which will cite Pulau
Electronics Corporation as a unique source in accordance with 10 U.S.C.
2304(c)(1). Pulau Electronics Corporation has supported the CCMSS
program, under the current contract, since 1 October 1991 and they
alone possess the unique capability to provide the necessary services
for continued support of this program. Award to any other source would
result in substantial duplication of costs to the Government that
could not be recovered through competition for such a short period of
time. In addition, this contract provides support for various devices
that require security clearances, which Pulau Electronics Corporation
personnel currently possess. Therefore, award to any other source would
result in unacceptable delay in fulfilling the Army's requirements. See
