furnish all material, equipment, supplies, and labor to design and
install an early warning system; train station personnel in the
operation and maintenance of the system; and design and install an
automatic highway closure system. Electronic-type early warning systems
are typically composed of a computer base station, computer activated
sirens and strobes, computer linked gaging stations, and high water
sensors. Performance of this contract shall be 90 calendar days after
receiving notice to proceed. The estimated cost of this project is
between $100,000 and $250,000. This acquisition is unrestricted. The
acquisition will be conducted using the Two-Phase Design-Build
selection procedures described in Federal Acquisition Regulation
Subpart 36.3 (added in Federal Register volume 61, No. 1, pages
272-273, published January 2, 1997. One solicitation will be issued
that will cover both phases of the procedure.) All requests for the RFP
must be in writing, by mail or facsimile. Firms that responded to the
Presolicitation Notice for this project published in the Federal
Register on September 9, 1996, will be added to the Bidders Mailing
List and need not reply to this announcement. Send fax requests to
