THIS SYNOPSIS IS FOR PLANNING PURPOSES ONLY, AND DOES NOT CONSTITUTE A SOLICITATION FOR BIDS/PROPOSALS. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. The Government will not pay for any information submitted in response to this announcement. The Air Force Flight Test Center (AFFTC) is seeking potential sources capable of performing base housing maintenance and minor repair for accompanied and unaccompanied military base housing units. These services are currently being performed by contract. Performance shall include maintenance and repair of 1,989 single, duplex, and four-plex accompanied family housing units, 188 mobile home park lots, 17 two and three story unaccompanied housing dormitories, 680 Rooms (currently 12 active, one (1) under renovation ECD Spring 98, and four new dormitories under construction, ECD Jan 98), and 86 one (1) bedroom apartments (Desert Villa). Services to be provided include maintenance and repair of interior/exterior of all military housing units, garages, family housing office and three maintenance facilities and storage yards; repair, replace, and maintain appliances; perform required asbestos and lead abatement; provide locksmith service; and operate U-Fix-It store. Types of maintenance to be performed shall include change of occupancy maintenance, service calls, and recurring maintenance of installed equipment. Grounds maintenance includes, but may not be limited to, maintenance of lawns, shrubbery, and irrigation systems and shall apply to vacant units, housing facilities, parks, common areas (estimated 25 acres of improved grounds and 260 acres of semi-improved grounds), and drainage ditches including fire breaks. Minor construction requirements include major painting, wood floor refinishing/replacement, wall covering repair/replacement, floor tiler, plumbing, mason work, carpentry, electrical, concrete repair/replacement, asphalt repair/replacement, bathroom repair/replacement, and kitchen repair/replacement. The contract period will be for a total of five (5) years (basic period of 9 months, with four one-year options). The anticipated start date will be 1 Jul 97. The contractor will be required to provide all labor, equipment, materials, and supervision for maintaining military housing. Firms capable of performing the described services are invited to submit a description of their capabilities and experience on or before 31 Jan 97 to the following address: AFFTC/PKAC, Directorate of Contracting, ATTN: B. Submissions should be limited to 15 pages and provide evidence of similar past and present performance to include the names and telephone numbers of references and contract dollar values. Include information on contracts that you consider relevant in demonstrating your ability to perform the proposed effort. Provide the name, address, telephone number of Government/civilian program director/manager, Administrative Contracting Officer, and Procuring Contracting Officer. Submitters shall demonstrate their financial capability to perform this type and size contract. CONTRACTORS MUST IDENTIFY THEIR BUSINESS TYPE (i.e., large business, small business, small disadvantaged business, 8 (a) certified business, woman-owned business, etc.). The applicable SIC code for this requirement is 8744 and the corresponding size standard is $20 million (gross revenues averaged over the past three years). (0017)
