MACALUSO, PETER, 202/508-3958 This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in Subpart
12.6 of the Federal Acquisition Regulation (FAR), as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
1PI-B-1966-97 and is issued as an invitation to bid (IFB). This
solicitation incorporates provisions and clauses in effect through
Federal Acquisition Circular 90-42. The purchase is for ten (10) each
trailers. The trailers will be 40 to 45 feet in length, and not less
than 12, and not more than 13 feet in height. All doors must be
lockable, the rear door must be a roll top. The floor must be solid.
The trailers must be solid white or silver, and may be new,
reconditioned, or used. Please note that delivery, inspection, and
acceptance will occur at the FOB point: the Federal Correctional
Institution at Minersville, I-81 & Rt. 901, Minersville, PA 17954,
not later than 15 days after the receipt of the contract. FAR
Provision 52.212-1 applies to this acquisition. Bidders shall submit a
signed and dated bid to UNICOR, Federal Prison Industries (FPI), ATTN:
Bid Custodian, at the address below. Bids may be submitted on Standard
Form (SF) 33 or letterhead stationery and must indicate the
solicitation number, bid opening date and time, name, address, and
telephone number of the bidder. This will be a firm-fixed price
contract. The contracting officer will make award in accordance with
FAR Provision 52.214-10, Contract Award Sealed Bidding. Award will be
made without discussions to the responsive/responsible bidder whose
bid, conforming to this solicitation will be most advantageous to the
Government, considering price, and price related factors. Bidders must
hold bid prices firm for not less than 30 days from the bid opening
date. Offerors are advised to include a completed copy of Provision
52.212-3, Offeror Representations andCertifications -- Commercial
Items, with your offer. If the bid is not submitted on a SF 33, a
statement specifying the extent of the agreement, with all the terms,
conditions, and provisions included in the solicitation shall be
provided by the bidder. Any bid that fails to furnish the required
representations, and certifications, or which rejects or changes any
terms and conditions of the solicitation, may be rejected and excluded
from consideration. A written notice of award shall result in a
binding contract without any further action by either party. The
