58 -- COMMUNICATION, DETECTION, AND COHERENT RADIATION EQUIPMENT POC Herry Derderian, 202-205-8029 CBD SYNOPSIS FOR THE AUTOMATED MONITORING SYSTEM (AMS) The United d States Information Agency (USIA) is seeking sources capable of providing an "Automated Monitoring System" to monitor its broadcasts worldwide. USIA is a U.S. Federal Government foreign service agency which disseminates information worldwide through a variety of media. The International Bureau of Broadcasting (IBB) is USIA's radio and television ((Voice of America (VOA)) and Worldnet Television & Film Service (WORLDNET), respectively) component which develops and broadcasts multi-lingual programs. The IBB has a worldwide network of radio stations (both "direct broadcast" and "affiliates") which broadcast programs that originate in VOA's Washington, DC, studios. Programs are distributed by a variety of means ranging from modern telecommunications systems to mailed tapes and CDs. Distribution to the IBB network normally is done real time plus several seconds delay. Thus, program distribution may be delayed from a few seconds to ten days. Each broadcast is unique by its specific frequency, time of day, language, and location of broadcast station. The Agency wants to monitor these broadcasts at 100 Agency-specified "field" locations scattered worldwide. For IBB direct broadcasts: The contractor would determine, tabulate, and report statistics that describe signal delivery quality of transmissions of medium wave and shortwave broadcasts, as described in the International Broadcasting Bureau (IBB) Monitoring Schedule, as received at the 100 Agency specified worldwide field locations. IBB Affiliates broadcasts: The contractor would (a) Determine, tabulate, and report statistics that describe signal delivery quality of transmissions of medium wave, shortwave, and FM broadcasts of IBB Affiliates, as received at the same Agency specified 100 worldwide field locations cited above, and (b) Report whether or not Affiliates are broadcasting unedited IBB program material in a timely fashion. The Agency welcomes suppliers which can provide services, equipment or both.
