is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
the additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number RFP
667-13-97; award will be made using the negotiation process. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-42. This solicitation
is unrestricted. The standard industrial classification (SIC) is 2835
and the small business is 500 employees. The solicitation is for a
loan/contractor provided, four (4) automated Blood Gas/Coox Analyzers
with two (2) Electrolyte/Metabolite modules, on a cost per sample basis
(estimated 6,000 to 7,200 samples per year), that is interfacable with
MIMIR software from Micro Technologies, Inc. The analyzers will be
networked using the MIMIR software. The Contractor shall provide and
maintain all equipment to perform the above procedures, including
training, maintenance, labor, parts, transportation and handling, at no
additional cost to the Government. The Government agrees to purchase
the reagents, supplies and quality control materials associated with
the samplings described above for an agreed specified term. The Blood
Gas/Coox Analyzers must be capable but not limited to the following
functions: 1. The sampling method must be inject and/or aspirate. 2.
The sampling modes for blood gas/coox panel must be less than or equal
to 85ul sample, for coox panel only must be less than or equal to 35ul
sample and for pH only must be less than or equal to 35ul sample. 3.
The sampling time must be less than 50 seconds. 4. The measured
parameters shall be pH, pCO2, pO2, tHb, O2Hb, SaO2, COHb, MetHb, Rhb,
and barometric pressure. 5. The calculated parameters must include but
are not limited to HCO3-, ABE, SBE, SBC, tCO2, Hct, AaDo2, a/AO2, RI,
CO, Shunt, O2 delivery and O2 consumption. 6. The frequency of
calibration shall be for total hemoglobin -- every 3 months and for
blood gas -- at the discretion of the user. 7. All levels of quality
control are run twice per day on all machines. 8. The analyzer's data
manager must include patient reports and logs, patient trending
reports, calibration reports and logs, error message reports and log,
quality control reports and logs, Levy Jennings reports for quality
control and instrument maintenance schedules and prompts. The
electrolyte/metabolite modules must be capable but not limited to the
following functions: 1. They must interface to the blood gas analyzers
and integrate all information to the on board data management system.
2. The modules must also be capable of operating as a stand alone
Electrolyte/Metabolite Analyzer completely independent of the blood gas
analyzer. 3. The sample types are whole blood/urine. 4. The sampling
methods must be inject and/or aspirate. 5. The sampling modes for the
Blood gas/Coox/Electrolyte/Metabolite panel must be less than or equal
to 210ul sample, for Electrolyte/Metabolite panel less than or equal
to 125ul sample and for Glucose only less than or equal to 35ul sample.
6. The measured parameters shall be Na+, K+, Ionized Ca++, Glucose,
Lactate and must be upgradeable to Cl- if required. 7. The frequency of
calibration shall be at the discretion of the user. This cost per
sample solicitation is for a period of one (1) year from the date of
award with the option to renew for two (2) additional one (1) year
options, pending availability of funds. Delivery is to be made to
Chief, A&MMS, Overton Brooks VA Medical Center, 510 East Stoner Avenue,
Shreveport, LA 71101-4295. Delivery is desired between February 28 and
March 31, 1997. Inspection and acceptance is at the Overton Brooks VA
Medical Center, Shreveport, LA. Proposals shall specify FOB, Overton
Brooks VA Medical Center, Shreveport, LA (Destination). The provisions
at FAR 52.212-1, Instructions of Offeror -- Commercial Items (Oct
1995) applies to this solicitation. There is not an addenda to this
provision. The clauses at FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items (Aug 1996) applies to this solicitation. There is
an addenda to this clause. Add the following clauses: FAR 52.217-8,
Option to Extend Services (Aug 1989); FAR 52.217-9, Option to Extend
the Term of the Contract (Mar 1989), paragraph (a) "..30 days..",

requirements: This is a cost per sample on reagents, supplies and
quality control materials with the equipment being provided which
includes maintenance, labor, parts, transportation and training at no
additional charge. The vendor responding to this solicitation should
provide this office with the following information: a cost per sample
pricing for the reagents, supplies and quality control materials on
company letterhead (equipment will be supplied at no additional
charge), stated unit price (for base and option years), extended price
(for base and option years), FOB, prompt payment terms, correct
remittanceaddress, and a completed copy of FAR 52.212-3 (Jun 1996),
Offeror Representations and Certifications -- Commercial Items. A
company not in possession of FAR 52.212-3 may contact this office and
a copy will be faxed to you. Proposals must be in writing and
accompanied by a completed Representations and Certifications or they
will be rejected. Facsimile and oral proposals will not be accepted.
The offeror shall furnish as part of its proposal all descriptive
literature and technical information necessary for the purchasing
activity to determine whether the products offered meet the salient
characteristics/requirements of the solicitation. Failure to provide
this information will cause your proposal to be rejected as non
responsive. Award will be made to that offeror whose proposal is
technically acceptable and whose technical/cost relationship is the
most advantageous to the Government. While cost is secondary to
technical, it will be a factor in the award decision. The critical
factor in making any cost/technical trade-off is not the spread between
the technical scores, but rather what is the significance of that
difference. The significance of the spread scores will be determined on
the basis of what that difference might mean in terms of performance
and what it would cost the Government to take advantage of it. Award
may not necessarily be made to the offeror submitting the lowest
proposal. Also, award may not necessarily be made for technical
capabilities that would appear to exceed those needed for the
successful performance of the work. The Government reserves the right
to make cost/technical tradeoffs that are in the best interest and to
the advantage of the Government. Award made be made without
