Contract Specialist, Room 456D. The Financial Management Service (FMS),
U.S. Department of the Treasury, has a requirement to obtain two types
of adhesive for use in the production of envelopes. One type the side
seams and flap of the envelope, while the other type adheres the
plastic window file to the envlope paper. The adhesives shall contain
enough tack or holding power to quickly and permanently adhere the side
seams and flap of the envelope, as well as the window film to the
envelope paper. The viscosity or thickness of the adhesives shall be of
consistent quality from one batch or shipment to the next. The
adhesives shall be easy to clean off the Check Wrapping System using
only water, non-toxic, free from irritating odor, and free from
ingredients which would tend to discolor the paper. When applied to the
seal flaps side seams, and window openings, the adhesives shall be of
such consistency that curling of te envelope shall not occur. Regarding
the window film adhesive, the window film shall permanently adhere to
the envelope paper during the passage of paper through the Check
Wrapping System at a speed of 500 revolutions per minute. The minimum
yild of window patches adhered per pound shall be 18,000 per pound.
Supplies will be required for a base year with four available option
years. The FMS will be using the Internet EXCLUSIVELY (NO HARD-COPY
