IS NOT A REQUEST FOR PROPOSALS OR AN INDICATION THAT THE AIR FORCE
INTENDS TO CONTRACT FOR SERVICES. THE AIR FORCE WILL NOT PAY FOR
INFORMATION RECEIVED IN RESPONSE TO THIS REQUEST FOR INFORMATION. the
Special Operations Forces (SOF) System Program Office (SPO) at Robins
Air Force Base is exploring alternatives to standard Air Force support
for SPO Air Force SOF weapon systems. These systems include the
following and their associated subsystems. AC/MC-130, MH-53J, and MH-
60G. The purpose of this Request for Information (RFI) is to seek
information from contractors with expertise in performing management
engineering, supply support, and depot-level maintenance functions. To
satisfy this need, innovative approaches are encouraged. Alternatives
could include such methods as simply tailoring existing procedures and
processes to fit the peculiar small fleet sizes and specialized
missions of the SOF, CLS, acombination of CLS and organic support or
other forms of government/industry partnerships or virtual depots.
Alternatives should satisfy three main objectives: 1. keep the aircraft
at the main operating bases for the greatest amount of time; 2. enhance
mission capable rates; 3. enhance the capability to execute
wartime/contingency taskings. Proposed alternatives shall describe how
the transition period from present day support to subsequent
operations will provide seamless customer support, provide for surge
capability, and will not degrade quality, reliability, or end user
mission readiness. Interested sources are invited to respond to the
following questions and provide any other comments, concerns, or
alternatives they may wish to propose. (1) What issues, waivers or
changes to existing Air Force procedures should be considered in order
to implement your proposed support alternative(s)? (2) What contract
terms would be most appropriate for industry participation if industry
participation is included in your alternative? (3) How does the
government ensure that your proposed alternative will provide
uninterrupted support during transition provide for surge and not
degrade quality, reliability or end user mission readiness? (4) Would
the Air Force better define workload requirements and performance
characteristics by use of a Statement of Work (SOW) or Statement of
Objectives(SOO)? Provide a strawman. (5) How would you ensure that only
approved parts are used in repair and component configuration control
is maintained? (6) What evaluation criteria should the Air Force use in
evaluating management production and technical capability for the
contractor portion of your alternative? (7) How would you improve the
Technical Order system and ensure timely updates? RESPONSES: Interested
