This support includes system design, engineering assessments, system testing, integration, and technical support for targeting and related systems supported by the Strategic and Strike Systems Department. This includes the TOMAHAWK Theater Mission Planning Center (TMPC), the Afloat Planning System (APS), the Mission Distribution System (MDS), the Joint Service Imagery Processing System -- Navy (JSIPS-N), the Electronic Engagement Planning Package (ETEPP), the Air Courses of Action Assessment Model (ACAAM), the TOMAHAWK Strike Coordination Module (TSCM), imagery systems, and related or interfacing systems. Specialized system engineering experience related to Strike Planning and Tomahawk Mission Planning is required for the performance of this procurement. Specialized system engineering experience includes system engineering experience in the APS, TMPC, JSIPS-N, MDS, ETEPP or other targeting systems. Also included in this procurement is related configuration management and UNIX/VAX System Administration support. This procurement will be for a total of five years with a one year base period and four option periods with a start date of 1 October 1997. Initial staffing level will be 6.5 full-time equivalent personnel for the base period with growth in the out years for a total requirement of 57.5 man-years. All technical personnel will be required to have a secret clearance with higher level clearance required for some personnel. Prospective offerors will be required to have a Top Secret facility clearance and that the contractor's facility be located within one hour traveling distance of Dahlgren.
