The Bi-State Development Agency of the Missouri-Illinois Metropolitan Area (Agency) is requesting proposals from appraisal firms for Real Estate Appraisal Services. Successful Offerors shall furnish the Agency with an appraisal setting forth an estimate of just compensation for each of the tracts or parcels of land to be acquired (or donated) for purposes of the St. Clair County MetroLink Extension. Appraisals are to be based on nationally recognized appraisal standards and techniques, including the Uniform Standards of Professional Appraisal Practice (USPAP), the Uniform Appraisal Standards for Federal Land Acquisition, and the relevant sections of The Uniform Relocation and Real Property Assistance Act (49 CFR Part 24), as amended. Appraisers must have evidence of state (Illinois) certification. A pre-proposal conference will be held on Tuesday, February 4, 1997, 1:30 p.m., St. Louis time, in the Sixth Floor Board Room at 707 North First Street, (Laclede's Landing), St. Louis, Missouri 63102. The RFPwill result in multiple awards based on evaluations which determine the most advantageous proposals, cost and technical factors for services to be provided. Evaluation factors in their order of importance are: (1) technical qualifications, (2) specific experience in appraising properties of the type involved in this project, (3) experience as an expert witness, (4) past performance, (5) DBE Participation and Past Performance. The Agency is committed to maximizing DBE participation. All offerors are strongly encouraged to afford these firms the maximum opportunity to participate as partners. All DBE firms are invited to fully participate in this procurement as a primary offeror or as a partner with another firm. The estimated issue date of the RFP is 1/24/97.
