Kay, Contracting Officer CORRECTION: This solicitation is unrestricted; all responsible sources may submit a proposal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number N00604-97-R-0011 applies and is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-42 and Defense Acquisition Circular 91-11. The standard industrial code is 7011 and the business size standard is $3.5 million. This requirement is for a fixed priced contract for one line items as follows: Line item 0001: Quantity- 32 Each; Item description: Rental of hotel/motel rooms; apartment style housing that shall be considered suitable for long term living. All apartments shall be located in the same building. Building shall be located within the perimeters specified in Attachment 1. (Requests for Attachment 1 may be made by fax to (808) 471-5750). Units to consist of living area, kitchen area, bathroom area, and bedroom area, separated by walls and doors from the other living/kitchen areas; to be free of insect infestation (roach, ants, spiders, etc.) and include washer and dryer, free of charge. Total living space: Min. 500 sq. ft. Kitchen area to incl.: a two-burner stove, oven, sink, dishwasher, microwave oven, refrigerator (15 cu. ft.), toaster, coffee pot and housewares for complete apartment living (e.g. bowls, pots, pans, dishes, glasses and silverware). Also, food storage cabinets to support a min. of one week's worth of dry/canned goods. Bedroom (sleeping area) to incl.: a queen or two twin beds with box springs, mattress, sheets, blankets and bedspreads; adequate closet space for hanging clothes, dresser or chest with four drawers, a mirror, night stand w/drawer, iron and ironing bd., air conditioning, and alarm/clock-radio. Living room to incl.: 19-inch, color TV w/ basic cable, VCR, couch/sofa and occasional chair, coffee table, end table, dining table w/ four chairs, min. two lamps, a study desk, and a telephone with answering machine. Local calls shall be allowed without charge. Bathroom to incl.: shower over tub, well-lighted mirror, electrical outlet convenient to sink, continuous hot water and commode. Housekeeping: twice a week to incl., but not limited to dusting, vacuuming, replacement of linen, making bed, trash collection and bathroom cleaning. Bldg. shall have an exercise/recreation area: a weight and exercise room, swimming pool, men and women facilities w/ shower, barbecue stands and picnic tables. Incoming/outgoing or express mail svcs. shall also be available. Period of performance: 03 March to 23 May 1997. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items applies. Addendum to FAR 52-212-1: Paragraph (h), Multiple awards-Delete entire paragraph. Substitute "Award. The Government plans to award a single contract resulting from this solicitation." Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and Certifications-Commercial Items; DFARS 252.212-7000, Offeror Representations and Certifications -- Commercial Items. Also, DFARS 252-225-7000, Buy American Act and Balance of Payments Program Certificate; DFARS 252.233-7000, Certification of Claims and Requests for Adjustment or Relief. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies. The clause at FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on Subcontractor Sales to the Government-Alternate I; FAR 52.203-10, Price or Fee Adjustment for Illegal or Improper Activity; FAR 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled and Vietnam Era Veterans; FAR 52.222-36 Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable to paragraph (b): DFARS 252.219-7006, Notice of Evaluation Preference for Small Disadvantaged Business Concerns-Alternate I; DFARS 252.225-7001, Buy American Act and Balance of Payment Program; DFARS 252.225-7007 Trade Agreements; DFARS 252.233-7000, Certifications of Claims and Request for Adjustment or Relief. Add the following addendum provision: FAR 52.215-18, Facsimile Proposals. The Government intends to make a single award to the responsible contractor whose proposal is technically acceptable, in full compliance to all other requirements set forth in the solicitation and the lowest cost or price. Asia-Pacific Center personnel, Director, Dean of Students and Administration and Facility Manager, shall have the right to inspect and first right of refusal for all prospective bidders for this solicitation prior to award. The Government reserves the right to judge which proposals show the required capability and the right to eliminate from further consideration those proposals which are considered unacceptable and not capable of being made acceptable without major rewrite or revision. Cancellation of apartment within seven days of group arrival shall be subject to a one-night charge per apartment. If the contractor is able to re-sell/re-book any apartment, the contractor shall deduct this income from the total cancellation charges and bill the Government only for the difference.
