Exchange, Ataba Square, Cairo, Egypt. The Arab Republic of Egypt
National Telecommunications Organization (ARENTO), a Public Sector
Organization under the Ministry of Transport and Communications,
Government of Egypt, (Cairo, Egypt) invites expression of interest and
submission of prequalification data from only U.S. (Geographic Code
000) telecommunication firms and joint ventures of such firms who can
qualify through experience in performing similar work for Outside Plant
(OSP) networks. The works shall include engineer, furnish, install and
maintain OSP (180 -- 200 thousand lines) to serve the following
telephone exchanges located in the vicinities of Cairo and Alexandria,
Egypt: El-Haramein (45,000), Karmouz (30,000), Manshiet Nasser
(30,000), El-Ibrahemia (20,000), El-Kalaa (21,600) and El-Nozha
(36,000). This listing of exchanges is not all inclusive. ARENTO may
include a fixed pricedoption for other lines or other exchanges to meet
their telecommunication requirements, subject to availability of
funding. This option will be defined, priced and negotiated at a later
date. OSP will include, but not be limited to, civil works including
multiple duct conduit system, furnishing, placing and splicing primary
and secondary copper and fiber optic cables with associated hardware
and digital loop carrier systems, fixed station wireless radio,
distribution cabinets and terminals, and including testing and
commissioning. The anticipated completion of the works is third quarter
of 1999. A fixed price host country contract with ARENTO is
anticipated. Foreign currency payment will be made in U.S. Dollars by
USAID under grant no. 263-0233. Local currency payment will be made by
ARENTO. Applicants should demonstrate: a) experience in performing
large turnkey OSP projects utilizing copper cable technologies and
specified alternate technologies, b) capability to execute a fixed unit
price contract: and c)ability to furnish telecommunication equipment,
material and services of qualified personnel to meet the source, origin
and nationality requirements of USAID geographic code 000 as set forth
in Title 22 of the Code of Federal Regulations, part 228 (22 CFR Part
228). Prequalification questionnaires, specifications and additional
information are available from the above contact on or after fifteen
days from the date of publication of this notice. The deadline for
receipt of information will be approximately 30 days after the date of
the issuance of the prequalification Questionnaire. Instructions for
submittal of information will be provided in the Prequalification
Questionnaire. If a joint venture seeks prequalification, information
must be submitted for all firms comprising the joint venture. It is
contemplated that an Invitation For Bids (IFB) will be issued on/about
early June to prequalified firm, with the intent of awarding a
contract to the successful bidder about September 1997. Award will be
made to the lowest responsive and responsible bidder. The Government of
the Arab Republic of Egypt and the Agency for International Development
encourage and welcome in this activity the participation, to, the
fullest extent possible, of minorities and women both as individuals
and as members of contracting or sub-contracting firms. In this
respect, it is anticipated that the prime contractor will make every
