GENERAL DESCRIPTION: The Department of the Navy intends to issue an RFP for the Natural Gas Conversion at Various Buildings (EICP), Naval Air Engineering Station, Lakehurst, NJ. The work involves approximately 45 buildings and consists of removal of existing heating systems which utilize a campus steam loop and installation of natural gas fired heating equipment. Work will include construction of mechanical rooms within existing buildings and construction of mechanical additions. Electrical, Plumbing and Control System work in support of the equipment and room installation will be required. Demolition and removal of hazardous materials including asbestos and lead containing joint will also be required. This work will be acquired by Source Selection Procedures with qualified offerors based on technical and price competition. The estimated cost range: $2,500,000 -- $5,000,000. The Sic Code is 1711 and the small business size standard is (7.0 million) are applicable to this contract. The proposed contract (solicitation) will be issued as unrestricted and the solicitation is subject to evaluation criteria set forth in DFAR 252.219-7008 -- Notice of Evaluation Preference for Small Disadvantaged Business Concerns -- Construction Acquisitions -- Test Program (APR 1996).
