Strike System Program Office (YG), Product Support Office (PSO),
Contracting Directorate (YGK), Aeronautical Systems Center (ASC), Air
Force Material Command (AFMC), Eglin AFB FL, plans an Engineering and
Manufacturing Development (EMD) effort for the Hard Target Smart Fuze
(HTSF), with a follow-on option to procure approximately 500 HTSF units
to satisfy Air Force requirements. Contract award is anticipated in Jul
97. The baseline for the EMD effort will be the HTSF design resulting
from the Wright Laboratory Armament Directorate's (WL/MN) Advanced
Development program (contracts F08630-95-C-0065 and -0011). Motorola
Government Electronics Division, Scottsdale AZ, is the present
contractor for the advanced development effort. The current design will
be maintained to the maximum extent possible, with the primary focus of
the EMD effort being improvements to producibility and reliability. The
accelerometer-based fuze will provide burst point control for hard
target munitions employing the BLU-109/B and the BLU-113 warheads. The
HTSF system will have the capability to provide modes of operation
consisting of void/layer count, depth of burial (accelerometer double
integration), and redundant electrically selectable backup time delays
(0-255 milliseconds). Additionally, the fuze will be compatible with
a modified FZU-55 for power and environmental sensing to determine safe
separation from the attack aircraft. The fuze will not be required to
have an electrical interface with the aircraft, but will be capable of
being set with mission parameters via a Ground Setter Unit (GSU)
developed under the WL/MN Advanced Development program. The basis for
the GSU is the Common Munition Bit Reprogramming Equipment (CMBRE). The
fuze will be qualified (certifiable) for use with the following
aircraft: Air Force F-15E, F-16, B-52, and F-117. A design iteration
will be completed 6 months after contract award. The design phase will
be followed by an environmental qualification and functional (sled and
flight) test series. The optional acquisition phase to procure HTSF
units will be structured to initiate deliveries in Jan 00. A
reprocurement data package is not available. This synopsis is not a
Request for Proposal (RFP) or an Invitation for Bid (IFB) and is not to
be construed as a commitment by the Government. All responses to this
synopsis shall be evaluated in the following areas: 1) Ability to
demonstrate technical knowledge of shock-hardened accelerometer-based
fuzing, including associated production processes, algorithm
development, sensor characterization (target media discrimination, e.g.
concrete, soil, air, etc.), and interface/compatibility requirements of
the above-listed aircraft, 2) Must have demonstrated a fully integrated
(hardware/software) accelerometer-based fuze system capable of hard
target penetration and burst point control within the last 5 years, and
3) Adequate facilities and capabilities to produce, assemble, perform
acceptance testing of, and deliver qualified hardware in accordance
with production schedule requirements. Responses to this synopsis
should be received within 15 days of the publication date and must
state whether the potential source is a small business concern IAW FAR
52.219-1. The Air Force reserves the right to consider a
small-business set-aside based on the responses submitted. The HTSF
(end item) is unclassified, however, selected design and performance
information is classified up to and including the "Secret" level.

been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
