This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Solicitation
N63394-97-R-2204 is issued as a Request for Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. This is a Total
Small Business Set-Aside. The Standard Industrial Classification Code
(SIC) is 3672 and the business size is 500 employees. The contract line
items, quantities and unit of measure are: CLIN 0001 -- 75 Each Versa
Module Europe (VME) Single Board Computers (SBC). CLIN 0002 (Option) --
10 Each Versa Module Europe (VME) Single Board Computers (SBC). CLINS
0001 and 0002 shall meet the following specification criteria in order
for the SBC to be compatible with a Ships SelfDefense System (SSDS).
Hardware Criteria: Meet IEEE STD 1014-1987; 6U x 160mm VME Board;
Motorola 68040 CPU @ 33MHZ; 16Mb Error Correction DRAM; Full 32-bit
Master/Slave VME bus interface; 4 EPROM Sockets (minimum) with 4Mb
total capacity (Minimum); Power Consumption 25 Watts (maximum);
On-Board SCSI Interface; On-Board Ethernet Interface; ROM address range
0xFF800000 to 0xFFBFFFFF; Local I/O memory range 0xFFF00000 TO
0xFFFEFFFF. Software Criteria: The Single Board Computer must support
the following operating systems: VxWorks, Unix and LynxOS. The proposal
shall include descriptive literature containing sufficient technical
documentation to establish a bona fide capability to meet this
requirement. Drawings relating to the procurement are not available.
Port Hueneme Division, Naval Surface Warfare Center requires delivery
of CLIN 0001 on 03 March 1997. Option CLIN 0002 quantities may be
exercised prior to completion of the contract. Option CLIN 0002
quantities are due for delivery 21 days after exercise ofthe option.
Partial and early deliveries are authorized. Delivery shall be FOB
Destination, Integrated Combat Systems Test Facility (ICSTF), 53090
Exercise Street (Code 4L29), Bldg. 614, San Diego, CA 92152. Only FOB
Destination will be considered. The offeror shall provide their
standard commercial warranty and include information on length of
warranty, effective date, specific terms and conditions and warranty
service provider with company name and telephone number. The provision
at FAR 52.212-1, Instruction to Offerors -- Commercial Items, applies
to this acquisition. The Government intends to evaluate offers and
award a contract without discussions with offerors. Therefore, the
offeror's initial offer should contain the offeror's best terms from a
price and technical standpoint. However, the Government reserves the
right to conduct discussions if later determined by the Contracting

Provision at FAR 52.212-2, Evaluation-Commercial Items applies to this
acquisition. The Government intends to award a contract resulting from
this solicitation to the lowest-priced technically acceptable
responsible offeror. FAR 52.212-4, Contract Terms and

Contract Terms and Conditions Required to Implement Statutes or
