Warfare Center Aircraft Division, Patuxent River, MD plans to acquire
on a firm fixed price basis a Tektronix, Inc. Model DAS-XP System
Analyzer for the Manned Flight Simulator, Flight Controls Branch,
4.3.2.4., Naval Air Warfare Center Aircraft Division, Patuxent River,
Maryland, 20670-5304. The DAS-XP is an expandable hardware & software
integration debugging tool for a wide variety of systems and
architectures. This system will provide the capability to debug and
integrate the hardware and software for the 68020-based F-14 Digital
Flight Control System (DFCS). This is a combined synopsis/solicitation
for commercial items prepared in accordance with format in the Federal
Acquisition regulation (FAR), Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested. A
written solicitation will not be issued. Solicitation #
N00421-96-R-5068 is issued as a Request For Proposal (RFP). The
incorporated document, provisions and clauses are those in effect
through Federal Acquisition Circular 90-41 and Defense Acquisition
Circular 91-10. This acquisition will be negotiated on a sole source
basis with Tektronix, Inc. Federal Hub, Beaverton, Oregon under the
authority of FAR 6.302-1 (Only one responsible source and no other
supplies or services will satisfy agency requirement. The sole source
determination is based on the following factors: [A] The laboratory
testing/debugging hardware for the F-14 DFCS system at Patuxent River
must be compatible with the hardware in use at the contractor's site
(GEC-Marconi Avionics in Rochester, Kent, England). Currently,
GEC-Marconi is using a Tektronix DAS-XP system to debug the DFCS
hardware and software in England before delivery to Patuxent River. [B]
Debugging techniques and/or unique software approaches must be easily
transportable between the two sites during DFCS hardware and software
integration tasks. [C] Due to year spent using a borrowed DAS-XP
anddebugging the F-14 DFCS software, MFS engineers and GEC-Marconi
engineers have become extremely adept at using many of the Tektronix
DAS-XP features. This amount of time invested would be immediately and
wholly transferable to a new DAS-XP system for the F-14 DFCS program.
[D] Use of the borrowed DAS-XP for the 68020-based DFCS applications
necessitated the purchase a 68020 Adapter Probe and the 68020 software
to run on the borrowed DAS-XP. The direct DAS-XP System acquisition
must be 100% compatible with these exisxting hardware and software
items with to make a complete system for analysis of three individual
processors at one time. [E] Government and contractor time would be
wasted by constantly attempting to decipher and analyze data from two
completely different debugging tools. Disassembly of the DFCS software
performed at one site would not be readily usable at the other site if
two completely different debugging tools were used. The applicable

end of warranty period. This consists only of the standard
documentation normally supplied with the DAS-XP System Analyzer system
in customary commercial practice. <<<<<The=20

INSTRUCTIONS TO OFFERORS -COMMERCIAL ITEMS (OCT 1995) is incorporated
by reference and applies to this solicitation. Each offeror shall
include a completed copy of the provision at FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL (JUN 1996) with its
proposal. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL
ITEMS (OCT 1995) is incorporated by reference and applies to this

NOTIFICATION OF TRANSPORTATION OF SUPPLIES BY SEA(NOV 1995). Warranty.
The contractor shall extend to the Government full coverage of any
standard commercial warranty normally offered in a similar commercial
sale. Acceptance of the warranty does not waive the Government=C6s
rights under the Inspection clause, nor does it limit the
Government=C6s rights with regard to the other terms and conditions of
the contract. In the event of a conflict, the terms and conditions of
the contract shall take precedence over the warranty. The warranty
period shall begin upon final acceptance of the items listed in the
