procure a geographic information system (GIS) and remote sensing
programming for the National Weather Service, National Operational
Hydrologic Remote Sensing Center (NOHRSC). This work will consist of
providing a prototype design, development, and implementation of
various software techniques and procedures required to optimize the use
of remotely sensed and GIS data sets. The Government intends to
optimize the real-time, operational, objective, use of remotely sensed
hydrometeorological data sets for use in the NWS Hydrological Services
Program. The National Operational Hydrologic Remote Sensing Center uses
HP UNIX-based workstations to develop C-language software modules to
ingest, process, archive, and generate end-user products for real-time
distribution. The office uses Arc/Info AMLs and Informix to process
and archive live Advanced Very High Resolution Radiometer (AVHRR),
Geostationary Operational Environmental Satellite (GOES), and Special
Sensor Microwave Imager (SSM/I) satellite data sets to generate a wide
variety of image, raster, and alphanumeric products. The contractor
shall provide support to the NOHRSC by developing and prototyping
state-of-the-art techniques and procedures required to optimize the use
of the various remotely sensed data sets. This will be an
indefinite-delivery, requirements contract with fixed labor rates. The
Government will submit tasks to the contractor, subject to
negotiation, that define the required tasks to be undertaken. The
contractor shall provide all the required project management, software
engineering analysis, design, programming, testing, documentation to
support the analysis, planning, and integration of the software
development tasks into the NOHRSC systems. The period of performance
will be from April 1, 1997 to March 31, 1998 for the base period. The
contract will have four option years that the Government may exercise.
Exercise of the options is at the Government's sole discretion.
Exercise of options will be upon availabilityof funds. The contract
will be awarded based on the following factors: (1) a clear
understanding of the problem, (2) typical examples of technical
approach or methodology, (3) qualifications of key personnel, (4) past
demonstration of performing the same or similar work, and (5)
management capability. The technical merit, i.e. contractor's past
performance, capabilities, and approach, are significantly more
important than cost or price of the proposal. This is a 100% small
business set-aside. SIC code 7373, Computer Integrated Systems Design,
applies. Solicitation number 52WCNW706025MW will be issued on or about
February 7, 1997. All responsible sources may submit an offer which
