Contact Point, Laura Cespedes, 601/631-5575. 1. CONTRACT INFORMATION:
One indefinite delivery contract will be negotiated and awarded, with
a base period of one year and two option periods. Work will be
accomplished under an Indefinite Delivery Contract NTE $600,000.00 for
each period, by issuance of individual delivery orders. The option may
be exercised at any time upon the exhaustion of funds during the first
year. The work consists of professional services for surveying
primarily within the limits of the Greenwood Area Office. Work may
include surveying in the Vicksburg District which includes parts of
Arkansas, Louisiana, and Mississippi or in contiguous Districts. The
contract is anticipated to be awarded in August 1997. 2. PROJECT
INFORMATION: The surveys will be of the topographic, hydrographic and
land/boundary survey and related type. 3. SELECTION CRITERIA:
Pre-Selection criteria will be based on the following considerations
which are of equal importance. The firm (either in-house or through
association with a qualified consultant) must: (A) Have one or more
registered land surveyors in each of the states of Arkansas, Louisiana,
and Mississippi. (B) Have a minimum of 3 years of demonstrated
experience in the performance of automated topographic surveys
utilizing total stations and data collectors, and cadastral surveys.
(C) Have demonstrated experience in the use of GPS and DGPS for both
topographic and hydrographic surveys. (D) Have the necessary equipment,
boats and personnel with demonstrated experience in the performance of
above type surveys. (E) Demonstrate experience in use of CADD systems.
All drawings shall be furnished in Intergraph Microstation design file
compatible format. Deliverables shall be provided on one of the
following types of media; 3.5" diskette in DOS format, 8mm exabyte tape
scpio saveset (UNIX), compact disc, file transport protocol through the
Internet; and/or plotted hardcopy. The aforementioned files and backups
must be of current version in operation by the Vicksburg District at
time of contract award. Design file specification, level assignments,
line styles, and line weights shall be in accordance with Engineer
Manual EM-1110-1-1807 (all parts) and/or as indicated by contracting
official. Responding firms must, as a part of their response, state the
type of CADD system to be used in this effort and explain in detail how
the system will be made compatible with the Vicksburg District Graphics
System. Firms failing to submit as part of their response information
on how they will achieve complete CADD compatibility with the Vicksburg
District System, will not be considered. Selection shall be based on
the following: See Note 24 of the CBD for the general selection
process. The selection criteria are listed in descending order of
importance (first by major criterion and then by each sub-criterion).
Criteria A-E are primary. Criteria F-H are secondary and will only be
used as "tie-breakers" among technically equal firms. (A) Specialized
experience in automated hydrographic surveys in real time utilizing
DGPS technology, topographic surveys utilizing total stations and data
collectors formatted for entry into Intergraph computer systems;
cadastral surveys including large land areas accepted by state or
Federal courts to settle boundary disputes. (B) Professional
qualifications: The firm must indicate professional registration and
work experience of key personnel. The firm should emphasize
professional registration, and specific work experience of key
personnel. The selected firm should also indicate adequate management
personnel with required qualifications and experience in surveying to
assure prompt response to assignments. (C) Capacity in both available
personnel and equipment to accomplish the work in a timely manner
(includes indicating sufficient personnel and equipment to staff two
4-man survey parties simultaneously). (D) Past performance:
Consideration will be given to ratings on previous DOD contracts.
Consideration will also be given to firms which have above average
performance on the type of work described in selection criteria (A).
(E) Knowledge of the Work Area. (F) Geographic proximity to Vicksburg,
Mississippi. (G) DoD contract awards in the past 12 months. The
greater the awards the lesser the consideration, and (H) Extent of
participation of SB, SDB, historically black colleges and universities
(HBCU) and minority institutions (MI) in the contract team.
Participation will be measured as a percentage of the total anticipated
contract effort, regardless of whether the SB, SDB, HBCU or MI is a
prime contractor, subcontractor, or joint venture partner, the greater
the participation, the greater the consideration. In the final
selection process, the most highly qualified firms will be interviewed
and may be required to demonstrate the ability to perform certain
types of surveys. 4. SUBMISSION REQUIREMENTS: Interested firms must
send one original copy of SF 255 (11/92 edition) and SF 254 (11/92
edition) for the prime and each consultant to the U. S. Army Engineer
District, Vicksburg, ATTN: A-E Services (CELMK-ED-AC), 4155 Clay
Street, Vicksburg, MS 39180-3435. All telephone calls should be

fee proposal will be requested at a later date. Along with the fee
proposal, the selected firm (if a large business) will be required to
submit a Subcontracting Plan in accordance with FAR 19.702. The
objective of the plan is to offer subcontracting opportunities to small
business concerns and small disadvantaged business concerns to the
maximum practicable extent consistent with the efficient performance of
the contract. The subcontracting plan shall separate percentage goals
composed of direct cost, indirect cost, or a combination of the two for
using small business and small disadvantaged business subcontractors.
