202-283-1402 The Internal Revenue Service intends to issue a purchase
order~ under the Simplified Acquisition (SA) process to Signature
Resources~ for consultant and instructor requirements for the "Advanced
Leadership Seminar-Influencing Outcomes". The contract instructor will
conduct/facilitate leadership managers 3 times a year. The course will
consist of 3 phases: 1 week course workshop, individual application
on-the- job, and 1 week follow-on. The course will be conducted by an
IRS Executive and a Contract Instructor. The Contract Instructors
responsibilities will include the following: conducting/~ facilitating
leadership training along with an Executive Instructor~ to a group of
24 top level managers three times a year; prepare instructor and
participant material based on the following course~ objectives:
present, study, and explore materials that view leader-~ ship as
dependent on effective relationships and valid information~ rather than
hierarchy; create a principle based personal statement~ of leadership;
select a significant leadership challenge and influence its outcome
through application of a personal leadership~ statement, and develop an
on-the-job plan; prepare team reports/~ presentations on how your
applied leadership learning impacted the~ ability to meet the selected
leadership challenges; conduct~ presentations on leadership
philosophy, practices, and principles;~ assist participants to
interpret personal leadership behavior feedback data; have a working
knowledge of the following books for class~ discussions: "Stewardship"
by Peter Block.Berrett Koehler, 1993;~ "The Leadership Challenge" by
Kouzes & Posner.Jossey-Bass, 1987;~ "Leadership Is An Art" by Max
DuPree.Doubleday, 1989; "The Age of~ Paradox" by Charles Handy.Harvard
Business School Press, 1992;~ "Small Decencies" by John Cowan.Harper
Business, 1992; "Paradox~ Principles" by Price Waterhouse Change
Integration, 1995. Provide~ counseling on individual performance in
groups and on individual~ application of participants leadership
principles to the project.~ Duration of the project is for 16 total
days per session (3 sessions~ per year). Each iteration will include:
3 day preparatory session~ with IRS faculty; 5 day workshop; 2
conference calls with small~ groups during the application phase;
availability for additional individual and group consultation during a
3 month period of~ application; 4 day follow-up session, and 6
conference calls with small groups who attended training in previous
years as follow-up~ reinforcement. The contractor must demonstrate the
following~ experience requirements: evidence of personal education and
scholarship over a wide array of leadership theories and practices;~
ability to complete tasks required in the areas of facilitation~ and
counseling; experience in leadership development of top managers~ in a
corporate or academic setting with feedback from clients reflecting
the highest quality, and knowledge of the IRS as it~ pertains to
leadership of the organization of both people and~ products. All
responsible sources who can provide and meet the~ above requirements
shall submit written quotation by February 5, 1997. No solicitation
will be issued, therefore such request for solicitations will be
considered non-responsive. Evaluation/award will be based on the lowest
overall cost to the government. All quotes shall include price(s); FOB
point; a poc (name and telephone~ numbers); GSA contract number if
applicable; delivery date;~ business size and payment terms. Quotes
over 10 pages in total~ will not be accepted by facsimile. All
questions must be submitted~ in writing and received by facsimile
