equipment, transportation and supervison required to replace Cedar
River Pierhead Light, Cedar River, MI. The major work items are as
follows: Demolish and remove the abondoned concrete foundation
necessary to prepare the site for the installation of the new
foundation and removal of existing tower; Fabricate and install the
steel collar, including recessed ladder, pile template framing, grab
handles and associated items; Cutting and drilling of holes in the
existing concrete base slab to be utilized as the footing for the new
structure foundation; Install and drive the foundation piles through
the existing slab to depths indicated and connect to interior pile
template framing. Piles shall be secured to pile template framing
utilizing rebar dowels; Install and field weld interior reinforcing
steel, including securing of anchor bolts and grab handle sleeves,
prior to replacement of conrete within the collar; Placement of
concrete within the collar to attain the foundation size as shown on
drawings. Finishing of concrete surfaces and installation of grab
handles, including sleeves, grout, elastomeric sealants, anchor bolts
and associated items; and, Fabrication of the navigational aid pole and
installation of the pole atop the new foundation. Secure navigational
aid pole to anchor bolts, including placement of grout, nuts, washers
shall be included. Removal and reinstallation of all aids to navigation
equipment shall be coordinated with USCG Aids to Navigation Team
Escanaba, MI. This procurement is estimated between $25K and $100K and
is open to large and small businesses in accordance with the Small
Business Competitive Demonstration Program. The applicable SIC is 1629.
Bid opening is on or about 13 March 1997. Completion time is 120 DANTP.

is exhausted. A non-refundable deposit of $10.00 is required in the
form of a cashier's check, certified check, or money order made payable
to the "U. S. Coast Guard." CashWILL NOT be accepted. All responsible
sources may submit a bid which will be considered by the agency. For

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum lime of credit is $500,000. For further
