70 -- ENGINEERING SEVICES IN SUPPORT OF ELECTRONIC RECONNAISANCE PROCESSING AND EVALUATION SYSTEMS SOL N68936-96-R-0031 DUE 033197 POC Bruce Price, Contract Specialist, (805) 989-1301 or H. G. This modification to the synopsis issued November 30, 1995, is for the purpose of notifying the industry that it is anticipated the issue date for RFP N68936-96-R-0031 will be on or about 15 February 1997 with a closing date 45 days after date of issue. The presolicitation conference will not be convened because it has been determined the need no longer exists. Due to the lengthy delay in the issuance of the RFP, all parties which have previously expressed an interest in the solicitation, are requested to resubmit a request to confirm their interest in this procurement. The Naval Air Warfare Center Weapons Division intends to contract on a Cost Plus Fixed Fee basis for these engineering and technical services with an estimated level of effort of approximately 170,000 manhours per year. The contract will be for a three year base period from date of award, with a provision for a two year option period. The requirement is unrestricted under SIC Code 7373, Sensitive Compartmented Information (SCI) Clearance required/no foreign. Technical support services are required for computer systems embedded within Information Warfare and Mission Planning Systems, Environmental Systems, Reherarsal Systems, Imagery Exploitation Systems, Modeling and Simulation Systems, Intelligence Analysis Systems, SIGNAL Intelligence (SIGNET) Systems, Communication Intelligence (COMINT) Systems, Electronic Intelligence (ELINT) and Electronic Warfare (EW) Systems. The support services include but are not limited to: systems engineering software development, performance specifications studies and analysis, interface and integrtion studies and analysis, electromagnetic studies and analysis, interoperability and standardization systems engineering, Human factor and training studies and analysis, modeling and simulation, concepts of Operations ans systems analysis, risk assessment studies and analysis, life cycle studies and analysis, Specification development, software engineering, design and coding standards, field engineering services, prototype development support, laboratory support, systems integraiton and testing and production engineering support. The solicitation will be made available electronically on the internet at "IWProcurements.Mugu.Navy.Mil."
