227-2922 The FAA intends to award a cost-plus incentive-fee contract
to update the civil aviation security (CAS) staffing standards for all
civil aviation security offices. This CAS update will reflect changes
in work, work times, and work frequencies since the last update,
including additional testing of explosives detection systems,
checkpoints, canine dog teams, access control points, and ticket
purchasing protocol. New staffing models will be configured so that
tasks can be added, deleted, or otherwise modified, and drivers,
frequencies, and work times easily changed. The completed work will
enable the FAA to determine how best to distribute newly hired CAS
personnel. The FAA requires completion of the Standards Application,
Computerized Staffing Model Validation, and Draft Technical Addendum
not later than July 31, 1997. Fee incentives will correlate with early
completion of the work, and disincentives for failure to meet this
critical deadline. The RFO identifies screening information which must
be submitted by the offerors for evaluation purposes. The Integrated
Product Team (IPT) will determine which offer represents the greatest
value to the FAA on the bases identified in the SIR. Requests for the
SIR must be submitted in writing to: FAA, Northwest Mountain Region,
Acquisition Management Branch (ANM-53A/LSSC4), 1601 Lind Ave. S.W.,
Renton, WA 98055. A facsimile request will be accepted, and may be
submitted to: (206) 227-2922. All screening information must be
submitted for evaluation not later than 1:00 pm PST, February 13, 1997.
