C -- A/E SERVICES FOR MODIFY ELECTRICAL SYSTEM DUE 030797 POC Wanda Goolsby The DVAMC, B'ham, AL requires the services of an A/E for the project titled "MODIFY ELECTRICAL SYSTEM" at the DVAMC, Tuscaloosa, AL. Procurement will be a two (2) step award process. Parts 1 and 2 will be negotiated and Part 1 will be awarded after negotiations and Part 2 may be awarded upon completion of Part 1, depending on availability of funds. The following services are required: PART 1) The A/E shall provide an update of the electrical system survey consisting of a written survey of the facility's entire electrical system that will list all code violations and recommended corrective action for each. Incorporate changes from Project 679-068, in which the outside distribution system was changed from 5kVA to 15kVA radial fed system. Drawings of new system will be provided by owner. Tests will be conducted for each building to analyze potential harmonic problems and to analyze all buildings grounding systems. All updates will be recorded on AutoCad Release 13 as as-built drawings indicating main feeders, transformers, and panel locations. PART -- 2) Upon completion of the electrical study, A/E shall develop contract documents to correct deficiencies noted in the survey and compliance with VHA Directive 10-94-013, Electrical Distribution Systems. Included is the testing, adjusting, cleaning, calibrating of the switchgear, transformers and circuit breakers, and to make all necessary JCAHO and National Electrical Code requirements. The area of consideration is restricted to within a 200-mile radius of the DVAMC, Tuscaloosa, AL. Procurement is an Emerging Small Business set-aside (SIC Code 8712). An emerging small business under this SIC is defined as a business whose average annual sales for the past 3 years did not exceed $2.5 million.
