STRUCTURAL ENGINEERING DESIGN SERVICE, U.S. NAVAL ACADEMY, ANNAPOLIS,

293-3164 The contract requires Civil and Structural Engineering Design
Services necessary for the preparation of plans and specifications
complete and ready for bidding, cost estimates, and design calculations
for projects at the United States Naval Academy Complex, Annapolis,
Maryland. Other services that may be required are studies, land
surveys, mapping, landscape design, archeological investigation, permit
(storm water management, sediment and erosion control, etc.), soil
borings and other testing, review of shop drawings, construction
consultation and construction inspection services. Title II
construction record drawings may be required at any time up to final
acceptance of all work and post construction award services may also be
required. Projects will include work on or near a variety of buildings
and facilities including historic structures and other cultural
resources. The types of projects will include, but not be limited to
inspection, repair, alteration and/or new construction of roads,
parking areas, bulkheads, athletic facilities, repair and replacement
of treatment and distribution system for portable water, storm water,
and sanitary sewer systems. Although none is now know, the existence of
asbestos, lead paint and other hazardous materials in the area of the
projects is possible and the contractor may be required to identify,
test and provide designs which will accommodate the disposal of this
material in the construction plans and specifications in accordance
with applicable rules and regulations pertaining to such hazardous
materials. Work under this contract will require the contractor to
test, in accordance with applicable regulations, any confined space
entered to ensure a gas free condition. Before entering spaces
containing asbestos, the contractor must be medically approved and wear
all required clothing and respirator. The indvidual fee for any one
project under this Indefinite Quantity Contract shall not exceed
$200,000.00. The minimum guaranteed amount for the base year is
$5,000.00. The contract term is one year from the date of award with an
option to extend for an additional year. Subject to necessary changes,
the total contract amount will not exceed $500,000.00 each year of the
contract. A specific initial project has not been identified for this
indefinite quantity contract,however, all projects ordered will require
similar professional services. Each delivery order issued under the
contract is fixed price. See Note 24 for general selection criteria.
Selection criteria, in relative order of importance are as follows:
(1)Specialized experience and technical competence in the type of work
required utilizing in-house personnel for civil/structural engineering
design services and cost estimating utilizing AUTOCAD R12.0 OR R13.0
and SPECSINTACT and Word Perfect 6.1 for specifications; (2)Firms not
having full in-house capability must demonstrate how they will manage
subcontractors and insure quality control; (3)Capability of the firm to
accomplish projects within the required time, considering such factors
as loss of key personnel and volume of other work; i.e.,
multiple(simultaneous)delivery orders within the required time limits;
(4)Proximity of the firm in relation to the Naval Academy (Baltimore
Washington Area); (5)Past experience, if any, of the firm with respect
to performance on DOD AE contracts. Volume of work previously awarded
to the firm by DOD may also be considered, with the object of
affecting equitable distribution of DOD AE contracts. Each firm's past
performance will be considred during the review process and can affect
the selection outcome. Engineering firms which meet the requirements
listed in this announcement are invited to submit one copy of the
completed Standard Form 254 and 255 for the prime and all consultants/
subcontractors to the office address shown below. Only the 11/92
revised addition of these standard forms will be accepted. Do not send
company brochures or promotional material. Personal visits for the
purpose of discussing the contract are discouraged andsite visits will
not be arranged. Only firms responding to this announcement by close
of business on 04 March 1997 will be considered. Firms having current
qualification forms on file with this office may also be considered.
