notification is being circulated in accordance with Article 10.6.

Description of content: Provisions governing: The implementation of
Articles 14(2) and 15 of EU Council Directive 95/21/EEC "concerning the
enforcement, in respect of shipping using Community ports and sailing
in the waters under the jurisdiction of the member States, of
international standards for ship safety, pollution prevention, and
shipboard living and working conditions (Port State Control)" dated 19
June 1995, following the non-inclusion, owing to the lack of a legal
basis, of these Articles into the Ninth Ordinance to amend the Ship
Safety Ordinance; the implementation of the "Agreement concerning
specific stability requirements for ro-ro passenger ships undertaking
regular scheduled international voyages between or to or from
designated ports in North West Europe and in the Baltic Sea", the
provisions of which will become mandatory from 1 April 1997; the
implementation of a set of amendments to the SOLAS Convention, adopted
on 29 November 1995 in the form of Resolution 1 of the Conference of
Contracting Governments to the International Convention for the Safety
of Life at Sea, 1974, aimed at enhancing the safety of ferries and
ro-ro passenger ships, and becoming mandatory under international law
on 1 July 1997. 7. Objective and rationale: Improvement in the safety
