FOR COMBUSTION INSTALLATIONS -- ENVIRONMENTAL MANAGEMENT CATEGORY A AND
THE ORDER ON EMISSION REQUIREMENTS FOR COMBUSTION INSTALLATIONS --
ENVIRONMENTAL MANAGEMENT CATEGORY B The following notification is being
circulated in accordance with Article 10.6. G/TBT/Notif.96.459. 1.
Member to Agreement notifying: NETHERLANDS. If applicable, name of
local government involved (Articles 3.2 and 7.2). 2. Agency
responsible: Ministry of Housing, Spatial Planning and the Environment.
Agency or authority designated to handle comments regarding the
notification can be indicated if different from above: National Enquiry
Point. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN
where applicable, otherwise national tariff heading. ICS numbers may be
provided in addition, where applicable): Boilers and process furnaces
greater than 0.9 MWth and less than 50 MWth, solo-gas turbines, as well
as gas engines with an axle capacity greater than 50 kW, for which a
license was granted before 1 August 1990 and which are used for
stationary combined heat and power stations, for heat pumps and for
pumps continuously in use. 5. Title, number of pages and language(s) of
the notified document: Draft Order Amending the Order on Emission
Requirements for Combustion Installations -- Environmental Management
Category A and the Order on Emission Requirements for Combustion
Installations -- Environmental Management Category B (30 pages, in
English). 6. Description of content: The draft Order contains an
amendment to the NO emission requirements for gas- or oil-fired boilers
and furnaces for which licenses are granted following the coming into
force of the amendment order. These requirements aim to replace some of
the requirements which were included in EC-notification 91/0430/NL but
which failed to enter into effect. Alongside this, the NO emission
requirement for solo-gas turbines, for which a licence is granted
following the coming into force of the amendment order, is being made
more stringent and an NO emission requirement for gas engines with an
axle capacity greater than 50 kW, for which a licence was granted
before 1 August 1990, is being introduced. As for existing boilers and
thermal oil furnaces less than 10 MWth, a stricter NO requirement will
apply if a company decides to replace its burner after 1 January 1998.
7. Objective and rationale: The measures form part of the measures
regarding emission requirements for combustion installations and are in
line with the Dutch Government's policy to control acidification of the
environment, as most recently laid down in the National Environment
Plan 2. The measures are required in order to approximate as closely as
possible the interim objective for acid deposits, prescribed for the
year 2000. 8. Relevant documents: Environmental Management Act (LG
