Services Branch of the Operational Contracting Division, Brooks AFB, TX
is seeking sources to possibly solicit at a later date under the Office
ofManagement and Budget Circular No. A-76, Cost Comparison/Direct
Conversion Study. Brooks AFB is to determine the most efficient and
effective method of providing certain Laboratory Support Services of
the Armstrong Laboratory, Support Directorate at Brooks AFB. Qualified
sources are being sought for the services listed herein. The
objectives of laboratory support services are to provide support to
research and development efforts and operations and maintenance
functions. These functions are defined as follows: 1. VISUAL
INFORMATION: Provide professional visual information products and
services consisting of visual images, video data acquisition and
recording on electronic media, photography and photographic printing,
computerized illustrations and graphs, provide visual information
library products and equipment loans, conduct video teleconferences,
provide visual documentation of accidents, crime scenes, and medical
procedures, and provide expert sworn testimony. 2. PROTOTYPE/DESIGN AND
FABRICATION: Design, engineer, fabricate, modify and repair prototype
equipment in support of the broad research and technology development
and aeromedical training missions of Armstrong Laboratory and the Human
Systems Center by performing tasks that include machining, welding,
molding, painting, cementing, engraving, etc., in media such as
plastics, glass, metals, and wood. 3.FACILITIES MANAGEMENT: Provide
facilities management services for all Armstrong Laboratory buildings
located at Brooks Air Force Base. Such services include engineering
support, project monitoring, environmental compliance activities, and
maintenance activities for approximately 50 facilities. 4.MEDICAL
EQUIPMENT MAINTENANCE: Provide initial inspections, scheduled
maintenance, unscheduled maintenance, repair, calibration, turn-ins,
pre-procurement technical surveys, and hazard recalls for complex
medical equipment, and inspection of medical electrical and gas
systems. Firm Fixed price contract to one source is contemplated with
period of performance of 12 months with 4 one year options. (total of
48 additional months) THIS SYNOPSIS IS FOR INFORMATIONAL AND PLANNING
PURPOSES ONLY AND IS NOT CONSIDERED TO BE A COMMITMENT BY THE
GOVERNMENT. The government does not intend to award a contract on the
basis of this notification or otherwise pay for any information
provided. Interested parties shall respond with a capability package
that addresses the following: a)the company's technical
expertise/technical capability and clearance level; b)expereince in the
past five years in same or similar areas; c)personnel availability and
capability to perform these services to include resumes of key people;
d) declaration of whether your company can perform all four services
categories or identification of a possible team that could accomplish
these efforts; e) description of any other unique capabilities that
show why your company or team is qualified to perform these services,
f)statement of whether your firm is classified as a large, small or
small disadvantaged business under SIC code 7389, g) demonstration of
adequate property control system for government furnished property,
plant equipment and facilities; h)even thought firm fixed price vehicle
is contemplated, provide capability to handle a cost type contract such
as adequate accounting system and compliance with cost accounting
standards; i)respondents shall include their assigned Commercial and
Government Entity Code (CAGE) and DUNS number. Capability statements
should be limited to 25 pages, excluding resumes. Written responses are
