plant, labor, equipment, materials, and transportation to upgrade and
extend base underground and overhead infrastructure systems to include
electrical, roads, parking lights, sidewalks, water, sanitary sewers,
natural gas line, storm drainage, street lighting, landscaping,
communications, and supporting systems. Roadway improvements begin at
the 6th Avenue entrance and extend to Keystone Avenue. Drainage
improvements will be necessitated by the roadway improvement.
Electrical system will be converted from overhead lines to underground
systems. Communication improvements include duct installation.
Lighting improvements are at major intersections. Water system
improvements from 6th Avenue entrance extending to the intersection of
Vail and Aspen Drives. There are limited sanitary sewer improvements
and landscape along Aspen Drive. The project consists of a base bid
plus four bid additives which may or may not be awarded depending upon
funds available. The additives are three parts landscaping and one
part paving. The estimated bid opening date is 25 April 1997. The
estimated construction period is 365 calendar days for an estimated
contract completion date of 28 July 1998. The estimated construction
cost range is $1,000,000 to $5,000,000. It is anticipated a firm-fixed
price contract will be awarded as a result of this solicitation.
Solicitations will be available approximately 27 Mar 1997. The
solicitation package will be limited to one set per bidder and will be
issued on a first come, first served basis. Requests for bid documents
must be in writing and be accompanied by a non-refundable check for
$162.00 for a specification copy with full-size plans or $73.00 for a
specification copy and half-size plans. Make check payable to the U. S.
Department of Treasury. Telephone requests will not be accepted. The
potential bidder must provide a street address and not a Post Office
Box. Copies of the solicitation will be distributed to various Plans
Rooms throughout Colorado. The approximate date for the site visit is
8 April 1997 (the actual date will be included in the solicitation
package). Place of performance is Buckley ANG Base, Aurora, Colorado.
For informational purposes only, the applicable Standard Industry Codes
(SICs) are 1611 and 1623. This solicitation is UNRESTRICTED, however,
small, woman-owned, and Small Disadvantaged Businesses (SDBs) are
encouraged to participate. An evaluation preference for SDB concerns
may be applied. A subcontracting plan is required if the successful
