(NMLC) has a requirement for 2 Mobile Oncology Education Vans (MOEDs)
with options for an additional 18 vans to be used for cancer screening
and training throughout the U.S. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only Request for Proposals under Solicitation N62645-97-R-0003; A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-42. SIC is 3711, size standard of 1000
employees. The units are required to be new. The Navy contemplates
award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity
contract for a minimum of 2 and a maximum of 20 MOEDs. The units shall
be self contained motorized vehicles and shall include a restroom,
diesel generator, heating/ventilation/airconditioning, sink/work
counter/laboratory, 2 exam rooms, and a reception/office/classroom
area. The MOEDs shall meet the following specifications: (1) General
Characteristics: MOEDs shall be capable of maintaining speeds up to and
including 70 miles per hour. MOEDs shall have sufficient
maneuverability (radius of turns, inclines, stopping ability, etc.) to
operate without damage to the vehicle or any internal accessories in
residential, retail, and industrial areas. MOEDs shall be appropriately
balanced from right to left and front to back so driveability,
maneuverability and control are not adversely affected by improper
balancing. MOEDs shall have automatic transmission, cruise control,
power steering, and the drive train shall be accessible from the
exterior of the vehicle for service. Fuel capacity shall be sufficient
to travel a minimum of 200 miles. Overall vehicle width shall be in
compliance with all state and federal highway regulations. The height
of the vehicle should minimize the risk of roof damage from low
overhangs. The wheel base, center of gravity, brakes, and other safety
features would be appropriate for motor vehicles. MOEDs shall be
equipped with a jack and tools adequate to enable change of tires.
Spare tire(s) mounted on wheel(s), to fit on all axles. (2) Treatment
Facility Body: (a) Unit shall provide heating and cooling sufficient to
maintain any and all temperatures from 65° F to 75° F in any
weather condition from 0° F to 120° F. Unit shall be
constructed and insulated such that high winds will not adversely
affect the capability of the van to maintain these temperatures. (b)
Exterior skin shall have a white finish and include a graphic for
"TRICARE MID-ATLANTIC" (graphic will be provided upon award). MOEDs
shall be designed such that the interior is esthetically pleasing,
using lighter colors wherever possible. (c) Unit shall be provided with
two entrances on the right side of the vehicle. Entrances shall both be
into the reception/office/classroom area. There shall be a driver's
entrance on the left side of the vehicle. Entrances shall be provided
with conventional locks such that routine replacement from standard
sources is possible. Locks and doors shall be sufficient strength that
the door cannot be pulled open with the lock engaged. (d) There shall
be a waterproof awning mounted on the driver's side of the vehicle.
When deployed, the awning should provide coverage for a 180 square foot
area to protect students from rain and direct sun. There shall be
storage for a minimum of four heavy duty folding banquet tables
(minimum size 30" x 72"), a minimum of 20 folding chairs, and a set of
eight (minimum 30" tall) warning cones. (e) Unit shall be capable of
plugging into a local power source via a lead-in cable, and when a
local power source is not available, the treatment facility shall be
capable of operating from an onboard power generator (contractor
provided). All equipment and components shall operate from available
local line power. The lead-in cable shall be UL-approved for outdoor
use, no less than 75' and not exceed 100' in length with a waterproof
plug at one end and a manual take-up reel. (f) Diesel generator shall
be capable of providing sufficient electrical power to operate all
electrically operated equipment and appliances simultaneously (i.e.,
lights, video equipment, and radio,) and heating and cooling units
within the treatment facility throughout the temperature range
specified above. Generator shall be fueled from the vehicle diesel
tank, and shall be adjusted so that the generator cannot drain the tank
below 1/4 full. (g) MOEDs shall include a rest room with adequate
storage facilities for water and sewage. The water supply tank shall
hold at least 60 gallons of water, and the sewage holding tank at least
5% more than the water supply tank. The rest room shall have a flush
toilet, an accessible toilet paper holder, a sink/counter top/cabinet
with liquid soap dispenser and paper towel dispenser, a covered trash
can, mirror, light and exhaustfan. (3) Exam Rooms: Each room shall
contain an exam table, a halogen goose neck lamp, and a
sink/counter/cabinet. Each room shall have emergency lighting, and
appropriate cabinetry installed for storage of supplies. The counter
top shall be of a solid plastic material and include a hand-washing
sink. Each room shall consist of the following pieces of equipment in
accordance with the specifications submitted. (a) Exam Table; brand
name or equal to Midmark Ritter, Model 104. Salient characteristics
are: vinyl upholstery, adjustable back, stirrups, treatment basin, and
a table paper roll holder. (b) Sink/counter top/cabinet: Shall
maximize available space without compromising movement into and out of
the van. Sink shall have a foot control and be suitable for washing
hands, with a liquid soap dispenser and mirror, hot and cold water, and
paper towel dispenser. (c) Each room shall have an exam stool, brand
name or equal to Midmark Ritter 125 stool (salient characteristics:
adjustable height using gas piston or similar effortless means, round
padded seat upholstered with smooth easily cleanable material, minimum
of five casters, designed for heavy duty use). (4) Reception Area: (a)
The area shall be large enough for eight adult students and one
instructor to interact in a classroom environment. (b) The area shall
have two workstations designed to accommodate personal computers,
including wiring to a connection system external to the vehicle such
that telephones and network interconnection (Ethernet) are facilitated,
as well as four electrical outlets per workstation. The workstations
shall each have ergonomic secretarial chairs with arms. (c) Power
outlets shall be provided to enable use of an overhead projector, slide
projector, or similar audio video equipment in the reception area. (d)
One cabinet shall be provided sufficient in size to hold a 25"
monitor/TV. (5) Sink/work counter/laboratory area: (a) Shall be located
outside of the exam rooms and restroom. (b) Shall have a solid counter
top made of material impervious to most laboratory stains/inks/dyes.
(c) Shall be equipped with one conventional optical microscope
(brightfield) with binocular optics, a pair of 10x wide view ocular
eyepieces, objectives with powers approximately 4x, 10x, 40x, and an
oil objective approximately 100x, an appropriate condenser (ie, Abbe),
and an internal illumination device (no mirrors). The optics shall be
Plan Apichromat or Apochromat quality. The microscope shall be mounted
such that it will not shift/slide/fall during movement of the vehicle.
(d) There shall be a kneehole below the microscope to allow the user
to sit at the counter and use the microscope. (e) There shall be a
stool or chair (brand name or equal to Midmark Ritter 125). (f) There
shall be another cabinet/cabinets over the counter to provide
additional storage space without interfering with the use of the
microscope. Provisions at FAR 52.212-1, Instructions to Offerors --
Commercial Items, applies to this acquisition with the exception of
(d), (h), and (i) of the clause, which are RESERVED. FAR 52.212-2,
Evaluation -- Commercial Items, is applicable to this acquisition.
Evaluation factors are as follows: Proposal evaluations will be based
on technical and price. Technical evaluation factors are significantly
more important than price. Technical proposal shall be tabbed with
sections for each of the following listed criteria (each of the
technical factors are approximately equal to each other): (1) Technical
Compliance (offeror's product conformity to each salient
characteristic); (2) Flexibility (any features or capabilities designed
into the vehicle which are not expressly required by the above
specifications, such as but not limited to additional classroom and
storage space, suitability for other medical education applications,
such as prostate screening, disease awareness training, etc.); (3)
Quality (quality program that would be used for construction of these
vehicles, and which is currently in place within offeror's facility);
and (4) Experience/Past Performance (details of similar vehicular work
on special purpose medical/dental/scientific self propelled vehicles
offeror has performed including contract number, point of contact and
phone number for both the contracting agency and the end user.
Information must be provided on a minimum of 3 and not more than 10
contracts.) In support of pricing proposals, offeror shall include
copies of established price lists or other documentation setting forth
the prices charged to other customers. Offeror shall include a
completed copy of provision at FAR 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with their offer. Offeror shall
include a completed copy of provision at DFARS 252.212-7000, Offeror
Representations and Certification -- Commercial Items. Addenda to this

Sea. MOEDs furnished under this contract shall be ordered by issuance
of delivery orders. Ordering period for this contract is from date of
award through 30 September 2001, or until the time the Government has
issued delivery orders totaling the maximum quantity. Deliveries will
be made FOB Destination to points designated on each delivery order.
All delivery orders are subject to terms and conditions of contract. In
the event of conflict between a delivery order and the contract, the
contract shall control. Contractor shall furnish to the Government the
items specified up to and including the quantity designated as the
"maximum". Government shall order at least the quantity of items
designated as the "minimum". There is no limit on the number of
delivery orders that may be issued. Government may issue orders
requiring delivery to multiple locations. All delivery orders shall
contain the following information: Order date; Contract number; Order
number; Item number; Description; Quantity; Unit price; Delivery date;
Place of delivery (including consignee); Packaging and shipping
instructions (if any); Accounting and appropriation data; Payment
