Negron, 318-424-6062 This is a combined synopsis/solicitation for
commercial items prepared IAW the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation issued. Proposals are
being requested and a written solicitation will not be issued.
Requirement: Provide a complete Carbon Dioxide (CO2) Surgical Laser,
comparable or equal to Coherent Ultrapulse model 3000L. Provide a
delivered price for a complete system, including optional components,
in serviced, and 2 copies of the operating manual. Offers are to arrive
by COB 02-11-97, room 1W50, at the Overton Brooks VAMC (90C), 510 E
Stoner Ave., Shreveport, LA 71101. This laser will be used in
laparascopic applications. The systems minimum requirements: CO2 pulse
energy 1-200 millijoules (adjustable), power 1080 watts, peak power
less than or equal to 500 watts, continuous wave 45-1000 milliwatts,
continuous output 1-80 watts, 3 color variable intensity aiming beam,
208 volts 50/60 Hz,single phase, FDA, UDL approved. Offers for
comparable, equal or similar items shall provide sufficient literature
and technical information to determined the technical adequacy and
application of the system. Product selection shall be IAW the award
statement. Solicitation provisions and clauses incorporated by

be made to that offeror whose proposal is technically acceptable and
whose technical/cost relationship is most advantageous to the
government. While cost is secondary to technical, it will be a factor
in the award decision. The critical factor in making any cost/technical
trade-off is not the spread between the technical scores, but rather
what that difference might mean in terms of performance and what it
would cost the government to take advantage of it. Award may not
necessarily be made to the offeror submitting the lowest proposal.
Also, award may not necessarily be made for technical capabilities that
would appear to exceed those needed for the successful performance of
the work. The government reserves the right to make the cost/technical
trade-offs that are in the best interest and the advantage of the
