This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Solicitation 97-68 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 90-42. The procurement is UNRESTRICTED. The standard industrial classification code (SIC) is 3826. The small business size standard is no more than 500 employees. DESCRIPTION OF REQUIREMENTS FOR THE ITEMS TO BE ACQUIRED: STA Compact Coagulation Analyzer or equal, ONE (1) EA, with Shipping, Handling, Installation and one (1) year Service included. All items shall be delivered within 30 days after the dateof contract award. Deliveries shall be made, F.O.B. Destination, within consignees premises, to: Centers for Disease Control and Prevention, Building 1, Room SSB396, 1600 Clifton Road, NE, Atlanta, GA 30333. The FAR PROVISIONS at 52.212-1, Instructions to Offerors -- Commercial items, FAR Part 13.106-1, Evaluation of Quotes, and FAR52.212-4, Contract Terms and conditions -- Commercial Items, apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following elements should be addressed and they shall be used to evaluate offers: STA Compact Hardware Analyzer: The STA Compact is for clot-based and photometric testing, with choice of random access or batch modes. Includes data processor with hard and 3.5" disk drives, integrated bar-code reader, SVGA color monitor, key board, dot matrix printer and host query bi-directional interface capabilities. Sample Drawer: The sample drawer accepts up to 96 primary tubes. Tube sizes include 2.5 ml, 5 ml, 7 ml, and microcups. Reagent Drawer: Ability to hold up to 45 reagent vials at one time. Cuvettes: Holds up to 1,000 cuvettes, each containing a single metal bead. Liquid Level Sensors: Reagent/sample probes and liquid waste container are equipped with level sensors. Power Supply: 110 volts ( 15%) Size and Weight: Benchtop unit is 25.6" high, 38.3" wide, and 25.8" deep. Weight is 331 pounds. Operating Temperatures: 15 to 19 C for sample/reagent chamber; 37 C ( 0.5 C) for measurement areas. STA Compact Hemostasis System Specifications: Ability to perform three different methodologies: 1. Electro-Mechanical Clot Detection 2. Photometric Measurements for Chromogenic's 3. Photometric Immunological Assays available now). The STA has the following capabilities: (1) Automatic calibration of assays (2) Ability to perform test for any on-board specimen without manual intervention (3) Automatic test rerun of tests that are out of user defined test range (4) Ability to perform repeat testing without the manual manipulation of the test sample (5) Ability to perform auto redilutions based on user defined limits (6) Ability to do Clauss fibrinogen (provided by electro-mechanical clot detection) (7) Continuous reagent and performance monitoring, to include lot number, expiration date, on-board stability and usable volume, the system does this automatically to provide true walk-away testing (8) Random access for all tests performed (9) Single or duplicate test options (10) Ability to perform up to 12 assays per sample (11) Ability to create on board test panels (12) Ability to perform at least half-volume reagent utilization (13) Ability to use bar-coded reagents that will allow the system to automatically enter the name of reagent, lot number, expiration date, volume and on-board stability (14) Integrated bar code reader (1%) No daily maintenance (16) The probe wash between each reagent pickup eliminates the potential of carryover (17) Ability to perform dependent test on any curve to allow low and high patients to be tested (18) Minimum and maximum times for testing must have the ability be user defined (19) Ability to put up to 45 reagents on board at one time (20) Automatic QC, which is user defined with stability of up to 8 hours (21) Ability to perform host query bi-directional interface (22) Ability to load up to 96 patient samples at one time (23) Ability to have up to 80 test set-ups of which 58 can be user defined for esoteric or research applications. (24) Calibrator and sample dilutions performed automatically. Price and Past Performance shall also be evaluated. The offeror shall include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The offeror is advised that FAR provision 52.212-5, Contract terms and Conditions Required to implement Statutes or Executive orders -- Commercial Items, applies to this acquisition. Offers are due February 14, 1997, 2:00 P.M. local time. The proposal must be signed by an official authorized to bind your organization. Offers may be submitted on letterhead stationery and, at a minimum, must show: (1) The solicitation number (97-68); (2) The time specified in the solicitation for the receipt of offers; (3)The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6)Price and discount terms; (7) "Remit to" address, if different that mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3; (9) Acknowledgment of solicitation Amendments, if any; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
