The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), is seeking sources for technical analysis and assistance for the development of conceptual and detailed specifications in relation to a state of the art Test Control System for application in the Integrated Ship Defense System Engineering Center ISDSEC) at Wallops Island, Virginia. The ISDSEC requires a COTS-based system to augment and/or replace current military tactical system (ACDS) used for controlling air and surface targets at Wallops Island. The system will also support BQM-34 and BQM-74 drone launch and recovery operations. Interface with existing military and commercial radars, communications, displays, and data links is required. A partial list of such interfaces includes: AN/SPS-48C, AN/SPS-48E, AN/SPS-49, AN/SPS-64, LINK 11, LINK 16, global positioning system telemetry, and interior and exterior communications systems, both secure and open. A flexible, expandable architecture is required to allow the system to grow as needed to support future, unknown operations. Hardware, software, installation, and training will all be provided by the vendor as part of this procurement. All interested sources are requested to submit information in sufficient detail to permit evaluation of their capabilities, including experience with Test Control Systems, key personnel qualifications, and performance on similar projects. This effort may require teaming among vendors with specific specialties; one or more sources may combine on a response. The Government will not pay for any information requested, any research conducted, or testing performed in responding to this sources sought.
