announcement constitutes a Broad Agency Announcement (BAA) for the
Naval Facilities Engineering Service Center (NFESC) under FAR 6.102
(d)(2) to solicit information. This innovative technology search will
be used by the Navy Environmental Leadership Program (NELP) Technology
Initiative II (NTI II) and other NFESC Environmental Programs to
actively seek out innovative technologies to reduce environmental
impacts from current and past Navy operations. The environmental
problems and areas of concern for this BAA apply to Navy installations
world-wide. NFESC is interested in new and innovative technologies and
methodologies that reduce environmental impacts from current Navy
operations.To be eligible for Navy consideration and possible award of
a demonstration contract, the new and innovative methodologies must be
in the Advanced Development Stage,ready for field demonstration, and
capable of full scale implementation if the demonstration is
successful. Interested parties should submit an original andtwo copies
of each abstract to: Commanding Officer, Naval Construction Battalion

(805)982-5080 fax 982-5396. Abstracts will not be evaluated against
each other,since each presents a unique technology with no common
workstatement.Offerors who submit abstracts considered beneficial to
the Navys environmental programs will be asked to contract for a
demonstration. There is no commitment by the Navy to make any contract
awards,nor to be responsible for any monies expended by the contractor
before an award of a demonstration contract,should it occur. Multiple
contracts may result with funding ranging from an estimated $20,000 to
$500,000 for each contract award. Submittals to this BAA shall be in
abstract form describing the merits and objectives of what the
contractor is offering. The abstract (not a sales brochure) shall be
titled,shall identify the relevant Topic 003,004,005,or 006, shall
identify the offeror's name and address,and shall concisely describe
what the contractor is offering the Navy,with sections on:(a) The
overall innovativeness, scientific/technical merits,and objectives of
the offer. (b) The offeror's capabilities,related experience,
techniques, or unique combination of these which are integral factors
in achieving the offeror's proposed objectives. (c) The
qualifications,capabilities, and experience of the principal
investigator, team leader, or key personnel who are critical in
achieving the objectives of the offer. (d) The reasonableness of cost
relative to the proposed scientific/technical approach, or other
relevant cost data. The offerors abstract, submitted in three
copies,shall be no longer than three pages, single-sided, and 12 pitch.
One attachment of up to 10 pages (singlesided) of test data may be
submitted as an attachment to theabstract. It should contain results of
previous tests,demonstrations, and projects to support the contractors
proposed scientific/technical approach. The abstract submittals to
this BAA will be reviewed by a NFESC Technical Evaluation Board on
three separate occasions, throughout a period of one year from the date
of the initial BAA announcement(May 1996). The first cutoff date for
abstract submittals to this BAA was June 28,1996. The second cutoff
date was November 29, 1996. The third and final cutoff date for
submittals is April 30, 1997. Based on the abstract review results,and
subject to availability of funds and demonstration sites, vendors with
a technology or methodology found to have merits for specific Navy
environmental programs will be sent site-specific information and asked
for a full technical and cost proposal for a potential contract award.
The purpose of any resulting contract will be to demonstrate and
conduct a full scale implementation to solve a specific Navy
environmental problem.The following are Topics,all included under this
6342 BAA and not under separate BAAs,which encompass a full range of
Navy environmental problems to be solved. TOPIC NO. BAA 96-003 for
TECHNOLOGIES, PROCESS CHANGES, AND MANAGEMENT PRACTICES FOR POLLUTION
PREVENTION NFESC is seeking innovative technologies,process design
changes, and management practices to minimize the amount of pollution
generated during operations and maintenance. This topic includes a wide
range of materials and processes.TOPIC NO. BAA 96-004 for ENVIRONMENTAL
COMPLIANCE TECHNOLOGIES AND METHODOLOGIES NFESC is seeking innovative
technologies,process design changes, and management practices to comply
with local, state, and federal environmental regulatory
requirements.This topic includes a wide range of services. TOPIC NO.
BAA 96-005 for TECHNOLOGIES AND METHODOLOGIES FOR ENVIRONMENTAL
CONSERVATION OF NATURAL RESOURCES NFESC is seeking innovative
technologies, process design changes, and management practices to
conserve natural resources of the Navy in accordance with local, state,
and federal regulatory requirements. This topic includes a wide range
of services. TOPIC NO. BAA 96-006 for ASSESSMENT AND REMEDIATION
TECHNOLOGIES AND METHODOLOGIES FOR ENVIRONMENTAL CLEANUP NFESC is
seeking innovative technologies,process design changes, and management
practices to assess and remediate the existing pollution generated by
past operations. This topic includes a wide range of
materials,processes, and services. Notes:(a)The preceding data is all
that should be needed to submit an abstract. There are no additional
solicitation documents applying to this BAA.(b) As no funding for
demonstration contracts has been reserved in advance, the Navy will be
passing selected abstracts to other Navy and DoD activities to seek
demonstration sites and funding.(c) Do not resubmit abstracts identical
to those previously submitted for the two prior cutoff dates.(d) NAVFAC
Contracts Office will reply to all offerors,forwarding TEB evaluation
results and stating whether or not theGovernment is interested in
