The National Institute of Standards and Technology (NIST) intends to acquire the services of a contractor to provide research and service assistance for the Infrared Technology at the Low Background Infrared Radiometry (LBIR) Facility. The services shall be performed at NIST. The contractor shall prepare quarterly reports in the following areas: 1) operation and characterization of the cryogenic infrared spectral measurement capability; 2) operation of the spectral cryogenic chamber for calibration of infrared detectors in a low-background environment; 3) operation of broad band cryogenic chamber for measurements of blackbodies and emittance of materials; 4) maintenance and operation of the LBIR ultra-high vacuum and cryogenic systems; and 5) development of rapid data analysis methods in characterizing detector arrays and emitting array scene projectors. The period of performance is anticipated to be for a base year and four option years. All responsible sources may submit a proposal which shall be considered.
