Architectural & Engineering Services (SIC 8712) required to prepare
plans, specifications and cost estimates for construction of roads,
pass and I.D. facility, electrical and communication distribution,
potable water, fire suppression system, sanitary sewer mains, security
guardhouse, storm drainage detention/retention ponds, gas and
landscaping. Services will consist of updates and additions to an
existing design completed 3 years ago. The selected A-E shall be
responsible for integration of new and existing work. The A-E shall
also ensure the existing design conforms to current Code and Criteria.
All drawings must be submitted in AutoCADD format. The services
required are for Title I, Type A Investigative Services. The Government
reserves the option to negotiate for the performance of Type B Design
and C Surveillance/Inspection Services. The estimated construction cost
is more than $10,000,000.00. Significant Evaluation Factors in order of
importance are: (1) Professional qualifications necessaryfor
satisfactory performance of required services; (2) Specialized
experience and technical competence in the above mentioned type of work
required; (3) Capacity to accomplish the work in the required time; (4)
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; (5) Location relative to Buckley ANG Base and
knowledge of the locality of the project; provided, that application of
this criterion leaves an appropriate number of qualified firms, given
the nature of size of the project; and (6) Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. Those firms which
meet the requirements described in this announcement and wish to be
considered must submit one (1) copy of both SF 254 and SF 255 on or
before close of business thirty (30) calendar days from the date of the
appearance of this announcement in the CBD (should thedue date fall on
a weekend or holiday, these forms will be due the first workday
thereafter). This is not a request for proposal. Site visits will not
be arranged during the submittal period. The anticipated award time is
July 1997. The performance period is approximately six months. Provide
a list of work accomplished for the Air National Guard in the past five
(5) years. Indicate solicitation DAHA05-97-R-0004 in block 2B of the SF
255. This requirement is offered UNRESTRICTED and is open to small and
