descriptive capability package is requested NO LATER THAN 14 FEB 97 for
SMALL BUSINESS interested in performing nonpersonal services to provide
laboratory analytical testing services on a variety of environmental
samples and sample matrices collected at or for Wright-Patteron Air
Force Base (WPAFB). Anticipated period of performance is 1 OCT 97
through 30 SEP 98. Four one-year options may be awarded. The Standard
Industrial Classification (SIC) Code limit for small businesses in
category 8999 is $5,000,000. The contractor shall be required to
furnish all equipment, labor, supplies, and supervision, and perform
all operations necessary for the handling, packaging, shipping, and
analysis of gas, liquid, or solid samples, or combination of each,
collected by WPAFB personnel. The contractor or its approved
subcontractors shall be familiar with and be able to implement methods
and procedures from the following: 40 CFR Part 136, Ohio EPA-approved
methods for drinking water analyses (Ohio Administrative Code
3745-81-27), Test Methods for Evaluating Solid Wastes (SW-846),
American Society for Testing and Material (ASTM), and other methods, as
directed by the WPAFB Contract Manager. The Contractor or its approved
subcontractors shall be certified by Ohio EPA for all drinking water
analyses and shall also possess NVLAP and PAT certification for
asbestos analyses. The types of WPAFB programs that require analytical
support could include but are not limited to: drinking water, used
oil, National Pollutant Discharge Elimination System (NPDES),
wastewater/stormwater, asbestos, lead-based paint, hazardous waste,
polychlorinated biphenyls (PCBs), coal, underground storage tanks
(USTs), remediation, and pollution prevention. Each of these programs
have their unique requirements, including different sample turnaround
times and data quality objectives. The laboratory must also provide
emergency sample pickup and analysis on an as needed basis, 24-hours a
day, 365 days a year. Specifically, the laboratory must provide sample
pickup and transportation services on a 24-hour basis and begin
analysis within 2 hours of being contacted and work continously until
analysis is complete. Results of these samples shall be reported as
soon as the analysis is complete. Results of these samples shall be

completed. Interested parties must provide the following information in
their descriptive capability package. 1. Describe your past experience
with this type of work and provide three (3) current references. For
each reference, include client name, point of contact, phone number,
types of analyses performed and volume of work performed. 2. Describe
the experience and qualifications of personnel who would support the
analytical needs identified above, including any relevant
certifications. 3. Discuss how you would support the programs described
above, including the need for variable sample turnaround times. 4.
Describe your laboratory including the types and ages of major
equipment, the types and volume of work currently performed, and your
excess capacity available to perform the services described above. 5.
Describe how you would initiate sample analysis within two hours of
notification of an emergency analytical request. 6. Provide a list of
your current laboratory certifications and/or accreditations, e.g.,
Ohio EPA drinking water anlaysis and asbestos analysis certification.
7. Describe your data handling/management system, particularly how it
minimizes transcription errors and provides adequate data security. 8.
Provide a description of what analyses or programs, e.g., asbestos,
etc., will be routinely subcontracted. 9. Describe your process for
identifying subcontract laboratories and overseeing their work. Limit
your response to a 10 page summary. This sources sought synopsis is for

has been established for this acquisition. The only purpose of the
