Provide materials, equipment, labor, and transportation required to
remove the valley-span Omega antenna, including the anchor A-frames,
counterweight tower, and Helix Building roof insulator. The work is
located at the USCG Omega Station, located in Haiku Valley, Kaneohe,
Oahu Hawaii. The antenna presently stretches directly above portions of
the newly constructed H-3 freeway. All work shall be completed within
180 calendar days after receipt of the Notice to Proceed. All work on
and directly above the H-3 freeway structure shall be fully completed
within 45 days immeidately following the termination of the antenna
operations on October 1, 1997. This solicitation is issued under and
the resulting contract awarded under the Small Business Competitiveness
Demonstration Program (PL 100-656). The construction range is between
$1,000,000 and $5,000,000. This is a competitively negotiated
procurement. Technical proposals will be sought and evaluated and an
award made to the offerer providing the best value to the Government.
Technical proposal shall address in detail the proposed approach for
satisfying the evaluation factors. The proposal shall include
information on past performance; qualifications of key personnel;
proposed method of performance; risk analysis; environmental risk
analysis; and schedule. There is a charge of $25.00 for the
solicitation package. Only cashier checks or money orders made out to
the U. S. Coast Guard in the exact amount will be accepted. Cashier
checks or money orders are not refundable unless the bid is cancelled.
All responsible sources may submit an offer which shall be considered.
This notice is for informational purposes for minority, women-owned and
disadvantaged business enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
