(412) 644-2844. 1. CONTRACT INFORMATION: The U.S. Army Corps of
Engineers, Pittsburgh District will require an Indefinite Delivery
Contract for Architect-Engineer services for the design of
miscellaneous items for navigation locks and dams and flood control
structures and their related features as well as other civil works
projects within the Pittsburgh District. A firm fixed price Indefinite
Delivery contract will be negotiated. It is anticipated the contract
will be for a base period of one year, with two, one year option
periods. An option period may be exercised when the amount of the
current period cost ceiling has been exhausted. The cost ceiling per
period is $ 1 Million per contract annum/period, with no limitation on
the cost ceiling of individual task order(s), other than not to exceed
the annum ceiling of $1 Million. Pursuant to the Small Business
Competitiveness Demonstration Program established byPL 100-656,
"Business Opportunity Development Reform Act of 1988", this procurement
will be unrestricted and any resulting award will be made pursuant to
the above program. FAR 52.219-9 regarding the requirement for a
subcontracting plan must be complied with relative to this requirement.
The subcontracting goals for this contract are that a minimum of 20% of
the contractor's intended subcontract amount be placed with small
businesses (SB), including small disadvantaged businesses (SDB), and 5%
be placed with SDB. The Subcontracting Plan is not required with this
submission. Service Contract rates must be paid where applicable. 2.
PROJECT INFORMATION: The services to be provided under this contract
include Geotechnical and Civil Engineering Services, Drilling Services,
and Environmental Services for Phase I and Phase II Assessments, and
other related Technical Services. The services required will primarily
consist of, but are not limited to, partial or complete designs of
miscellaneous civil works projects. The work issued may include the
complete or partial preparation of contract drawings, specifications,
quantities, and or MCACES cost estimates, as would be necessary for
each project. 3. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria in descending order of importance
(first by major criterion and then by each subcriterion) The selection
criteria, listed as (a) through (d) shall be considered the Primary
Selection Criteria for evaluation: (a) Professional qualifications
including education, experience and professional registration of
individuals within the firm which are necessary for satisfactory
performance of required services. (b) Specialized experience and
technical competence of the firm and its staff in the following areas:
Geotechnical and Civil Engineering, including but not limited to, mine
studies, streambank erosion studies, dam safety inspections and
administration of training seminars, project condition and inspection
reports, seepage studies, stability analysis, material investigation
studies, geophysical exploration studies, geological field mapping
studies, seismological studies, water well location studies, field
geotechnical evaluations and observations, geotechnical literature
search, earth retaining structure design, structural foundation design,
dewatering system design, pavement design, foundation analysis and
design, Quality Control (QC) reviews; drilling services; services for
Phase I and Phase II Environmental Site Assessments, groundwater
studies, Environmental Risk Assessments; experience related to other
types of civil works consistent with the Pittsburgh District's mission.
(c) Capacity of the firm to accomplish the anticipated work in the
required time. The evaluation will consider the experience of the firm
and any consultants in similarly sized projects, and the size and the
qualifications of the firm's staff (and its consultants) in key
disciplines. (d) Past performance on contracts with Government agencies
and private industry in terms of cost control, quality of work, and
compliance with performance schedules (ACASS reports will be used for
past performance on Government projects). Criterion (e) through (g) are
secondary and will only be used as "tie breakers" among technically
equal firms. (e) Location and knowledge of the general geographical
area of Pittsburgh District; provided, that application of this
criterion leaves an appropriate number of qualified firms, given the
nature and size of the contract. (f) Extent of participation of SB,
SDB, historically black colleges and universities, and minority
institutions in the proposed contract team, measure as a percentage of
the total estimated effort. (g) Volume of work awarded to the primary
firm by DOD (Department of Defense) during the previous 12 months, as
described in Note 24. 4. SUBMISSION REQUIREMENTS: Architect-Engineer
firms meeting the requirements set forth in this announcement are
requested to submit two copies of the completed Standard Form 255
(11/92 edition), Architect-Engineer and Related Services Questionnaire
for Specific Project and any supplemental data which documents the
firm's qualifications. Each SF 255 must include a description of the
firms's formalized QC Procedures relating to design work, and the
firm's proposed Subcontracting Plan. The QC Procedures should explain
the processes by which the firm and its subcontractors produce quality
designs which are free of errors and omissions. Any firm that does not
have a current (within the past 12 months) Standard Form (SF) 254 and
(11/92 edition), Architect-Engineer and Related Services Questionnaire
on file in this office must also furnish two complete copies of the SF
254. Firms responding within 30 calendar days after date of this
announcement will be considered for selection. No other general
notification to firms under consideration for this project will be made
