requires a complete roof replacement and rehibilitation for the IRS
Bldg. located at 11601 Roosevelt Blvd., Philadelpphia, PA. The
replacement will involve the removal of the existing built-up roof,
insulation and flashing, the installation of a temporary roof, which
shall be an Asphalt Built-Up System, and a permenant roof which shall
consist of a Two-Ply Modified Bitumen (SBS) Roofing System, including
the installation of Lightweight Insulating Concrete Fill and Nailed
Base. This requirement will also include the removal and replacemnt of
the penthouse wall panels at the north end and the installation of an
additional five(5) Penthouses/AHU Enclosures at the south end of the
building. Also, as an option, GSA may require a Lighting Protection
System. The contractor is required to provide all labor, supervision,
materials, supplies, and equipment necessary to execute the above
referenced roof replacement project in accordance with the contract
specifications and drawnings. The estimated cost range of this project
is between $1,000,000.00 and $5,000,000.00. The applicable SIC code is
1761. This is an unrestricted procurement which will be negotiated in
accordance with informal Source Selection procedures. Award will be
made to the offeror whose proposal offers the greatest value to the
government in terms of price versus degree of risk. This annoucement
