Specialist, crowml@oro.doe.gov. The Department of Energy, Oak Ridge
Operations Office, is soliciting offers on a full and open competitive
basis from organizations experienced in the Decontamination and
Decommissioning (D&D) of buildings and equipment containing radioactive
materials, hazardous, and mixed waste. The Department expects to award
a 1 year, firm fixed price contract, with four 1 year, firm fixed
priced options to D&D Bldg 1420, associated facilities, and equipment
in these areas at the Oak Ridge, Tennessee, K-25 Site. Exercise of the
options will be dependent on availability of funding and the success
of the successful offeror in meeting performance measures. This project
is part of the ongoing D&D program and will utilize currently available
funds. The work scope for the resulting contract (Building 1420) shall
require as a minimum the following: (1) responsibility for all
necessary surveillance and maintenance of the building as of date of
contract award; (2) decontamination and decommissioning of the building
and associated facilities to a "brown field" status in a manner
consistent with applicable rules and regulations; and (3) waste
management/minimization. As a part of waste minimization, the
successful offeror will be required to prepare waste for final
disposition; which may include characterization to meet the disposal
facility Waste Acceptance Criteria, loading, manifesting, and securing
for delivery all primary and secondary waste. There is a possibility
that shipment and disposal of the waste can be accomplished under an
existing Department of Energy prime contract. The Government is
interested in achieving the above work scope while supporting the
reindustrialization effort at K-25 to the extent permitted by funding
restrictions. Evaluation and selection of the successful offeror will
be based on the offer which provides the best value to the Government.
DOE wishes to reduce the overall cost and meet the overall needs of
the Government at K-25. A variety of approaches may be used so long as
the complete work scope is accomplished. Examples include, but are not
limited to, the following: (1) removal of selected equipment and
materials from the building; (2) recycling of applicable materials; (3)
preparation of the building for future use and tenancy; (4) disposal of
primary and secondary waste; (5) demolition of building; and/or (6)
acceleration of the D&D schedule. The agreed upon fixed price of any
resulting contract may include capital improvements to the building
only if they are required to accomplish the D&D effort. However, offers
that provide for the use of offeror's funds to make capital
improvements to the Building for a future use or tenant(s) are
encouraged. It is expected that the solicitation for this project will
be available on the DOE Oak Ridge Procurement and Contracts Division
