37 -- PORTABLE COMPOST SCREENING UNIT SOL F08651-97-Q-1253 DUE 021797 POC Bonnie Hochmuth, 904-882-8582, Contracting Officer The Air Force Development Test Center (AFDTC) intends to solicit competitively using commercial acquisition procedures for a portable compost screening unit. This unit must be capable of effectively and efficiently screening approximately 25,000 tons per year of compost made from yard trash and/or manure, biosolids and municipal solid waste. The unit must be able to screen material with a moisture content of 30 -- 60 percent. The unit must screen the material to produce a particle size of less than 10 mm with less than 2 percent foreign matter such as metals, glass, plastics (to include trash bags), rubber, bones, and leather. The unit must screen the composted material without clogging or binding the screen in a effort to eliminate the down time of the equipment and operation. The unit shall be fully equipped with a minimum of a six yard feeder hopper without grid bars, feeder, feeder conveyor; two discharge conveyors (one discharge conveyor for screened material and one discharge conveyor for rejected material) that ensures no commingling of conveyed materials, and heavy duty extra strength suspended magnet for removing nails, bolts, and the like from the compost. The complete unit must be hydraulically operated and be able to be hauled behind a one and a half ton truck. electric generators will not be an acceptable manner to power this machine; an American made diesel engine is preferred. Trommel screens are not acceptable. Award will be contingent upon demonstration of the screening unit to produce the required end product using Government supplied organic material.
