67 -- VIBROTHERMOGRAPHY STRESS ANALYSIS SYSTEM SOL DAAL01-97-R-9724 DUE 022897 POC Omar Ali, Contract Specialist, (301) 394-1048, Kathleen M. Tennant, Contracting Officer, (301) 394-3439. The contractor shall provide and install one (1) Vibrothermography Stress Analysis System that shall include state-of-the-art hardware and software components to allow for thermoelastic stress analysis (TSA) and thermal nondestructive evaluation (NDE) of structural systems as well as for correlation and verification of results obtained from finite element analysis (FEA). The system shall be fully integrated, allow for near real time data acquisition and processing, and for easy data transfer between software and modules. Also the system shall take a minimum effort to set up and shall provide user friendly windows interfaces so as to allow for easy operation and results interpretation. The system shall be an array based thermoelastic stress analysis system capable of detecting and measuring temperature changes induced by cyclic loading and vibrational type loading. The system shall have a thermal resolution of at least 3mk for a 30 second acquistion time. It shall have a frame rate of at least 434 frames per second and a spatial resolution of 25 microns per pixel. The system shall allow for wide test temperature range and a wide load frequency bandwidth, at least 1-100hz. The system shall have the capability of fast acquisition and processing times, i.e. in seconds. The system shall be portable, user friendly, easy to setup and have a Video Camera ease of operation, a wide variety of lenses shall be available for the system. The system shall be compatible with MS-DOS and Windows 95 environments. The system shall include a portable liquid nitrogen (LN2) cooled infrared camera head component with, at least, a 128x128 Indium Antimonide (INSB) detector array and 3-5um sensitivity. The camera head shall have a focus range of 6in to infinity and a spatial resolution of 0.1mm. A 25mm, f/2.3 lens and tripod for this camera head shall also be provided. The system processing electronics component shall allow for high speed, at least 434 frames per second, data collection from the infrared camera. A VCR and monitor shall also be provided for instantaneous system set-up monitoring. The post processing and imaging hardware component shall consist of pentium based CPU with 32MB RAM, 2GB Hard Drive, CD-Rom amd 3.5" Floppy Drive, fast video, a 17in SVGA monitor, mouse and keyboard. The contractor shall be responsible for on-site system installation. The contractor shall also provide an on-site training session for ARL-MD personnel. Training shall address system operation, data acquisition, interpretation of results, system maintenance and trouble shooting. The contractor shall provide a industry standard warranty for a period of at lease one (1) year from system acceptance. Delivery date to be no earlier than April 1, 1997, unless agreed upon by the Government Representative. It is the intent of the Government to award a contract on a sole source basis pursuant to FAR 6.302-1. Interested sources are encouraged to provide a statement of interest and supporting evidence of their capability to provide such items to the Contracting Officer within fifteen (15) calendar days after publication of this synopsis. The final determination by the Government not to open this requirement to competition based on information provided is solely within the descration of the Government. Interested firms should indicate if they are a large or small busniess. All responsible sources may submit a bid or proposal which will be considered by the Agency.
