This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-97-Q-1032 is issued as a request for quote (RFQ). The incorporated document, provisions and clauses are those in effect through Federal Acquisition Circular 90-42 and Defense Acquisition Circular 91-11. This requirement is 100% set aside for small business. The applicable SIC is 3575 and the small business size standard is 1,000 employees. An offeror which proposes to furnish a product which it did not itself manufacture is deemed to be a small business when it has no more than 500 employees, and proposes to furnish the product of a small business manufacturer or producer which end product is produced in the United States. Thecontract line item number and item is: CLIN 0001 one each IX5D-5D, Sensor Applications, Inc., Image Express Pro Motion Analysis Workstation. This will be a firm-fixed price contract. The Government intends to negotiate the proposed contract on a sole source basis with Sensor Applications, Inc., 502 Court Street, Utica, NY 13502 under the authority of FAR 6.302-1. The SAI motion analysis workstation is the only equipment that is compatible with digital imaging systems being tested and purchased by NAWCAD. This piece of motion analysis equipment is the only one that can import and process the digital images produced by DRS high speed digital imaging cameras. This notice of intent is not a request for competitive proposals. However interested parties may submit a capability statement. All capability statements received in response to this notice will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The contractor shall deliver CLIN 0001 within 30 days after contract award to: Receiving Officer, Supply Department, Bldg. 665, 47179 Vaughn Road, Naval Air Station, Patuxent River, MD 20670-1614, m/f Sean Pender, Bldg. 1406. Earlier delivery is acceptable and desirable at no additional cost to the Government. Delivery will be FOB Destination with inspection and acceptance shall be made at destination. FAR 52.212-1 Instructions to Offerors-Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (OCT 1995) does not apply to this acquisition. Instead, this requirement is for the specified brand name/part items only, as such the low cost/technically acceptable criteria is the basis for the evaluation of quotes. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (JUNE 1996) with its quote.
